Wind Turbine Engineers Ignore Cape Cod Commission Setbacks

Engineers Hired By The Town Of Falmouth Propose A 2100 Foot Setback To Up To 200 Residents Already In Wind Turbine Litigation

A meeting was held last night at the Falmouth, Massachusetts Select Board with engineers hired by the town to move Falmouth Wind II.

The Cape Cod Commission in Massachusetts several years ago adopted 10 X, ten times, the rotor diameter of the wind turbines to residential homes after massive noise complaints from at least twenty-one communities. Falmouth, Massachusetts is ground zero for poorly placed wind turbines in the United States taking health and property rights with no compensation.

Ten times the rotor diameter in Falmouth would put the wind turbine at over 3000 feet from residential homes.

Cape Cod Commission Setbacks:

"Establishes for all turbines of 660 kilowatt (KW) capacity or greater a noise setback of 10 times the diameter of the turbine blades, as measured from the base to the nearest receptor -- defined as any occupied residential or commercial property -- or residentially zoned parcel;"

"The subcommittees on Monday approved a new noise setback provision. The previous language called for a 3,000 foot minimum setback for turbines with a maximum generation capacity equal to or greater than one megawatt"

The engineers did not include updated information on blade throw from wind turbines.

The engineers did not provide the condition of the three blades on the wind turbine or the condition of the bearings in the gearbox

The engineer stated the Vestas V-82 type 1.65 wind turbine generating 110 decibels of noise will last thirty years but these type turbines were not built until 2005.

The Falmouth Town Manager mentioned a Vestas wind turbine owned by a private party in town had been running 24/7 for years but seemed unaware of the bearing problems and repair costs of the private turbine.

One Falmouth Select Board Member was more afraid of the current loan grant on Falmouth Wind II moving it to the new location would negate paying the current loan/grant.

The engineers propose spending over 3 million without a blade inspection or borescope inspection of the gearbox and a thirty-year mortgage?

The proposals also left out future litigation as the World Health Organization has come out with new noise guidelines on wind turbine setbacks.
