Financial questions need answers before Falmouth Town Meeting. Leaving a few sheets of paper at the door to town meeting the night of town meeting or accidentally issuing the previous year records is not a responsible excuse and should not be tolerated as in the past.
A. The Office of Town Counsel provides a litigation report to each Annual Town Meeting which includes wind turbine litigation by private law firms and attorneys. (unknown at this time needs answer prior to town meeting )

B. Yearly loan payments on both Falmouth Wind Turbines I and II including maintenance contracts. ( cost unknown at this time needs answer prior to town meeting )
C. Falmouth Select Board has directed the Town Manager to hire a wind turbine consultant. ( cost unknown at this time needs answer prior to town meeting)

D. New below wastewater plant operations increased $125,000.00 per year as a result of the wind turbine shutdowns ( cost $125,000.00 + forever)

Falmouth is encountering significant ongoing expenses related to the removal of the two wind turbines from operations. This includes legal expenses related to bringing the lengthy litigation process to closure as well as remaining contractual obligations to the Massachusetts Clean Energy Center and the Massachusetts Clean Water Trust. As this relates to wastewater plant operations, annual electricity costs (of $125,000+) have been included as part of normal plant operations going forward - a cost which had previously been fully covered by wind turbine operation.

The association between wind turbines and health effects has ended. The reported health effects are related to wind turbine operation electromagnetic fields (EMF), audible noise, low-frequency noise, infrasound were all proven at Boone, North Carolina in 1987.
Based on studies by NASA and the United States Department of Energy by scientist Neil Kelly during the 1980s show scientific evidence that EMF, shadow flicker, low-frequency noise, and infrasound from wind turbines do affect human health. Human annoyance is associated with self-reported health effects (e.g., sleep disturbance) especially at sound pressure levels of 40 decibels or higher.
On June 20, 2017, Barnstable Superior Court Judge Cornelius Moriarty agreed with the Falmouth Zoning Board of Appeals that the turbines are a nuisance and issued the order to shut down Falmouth's Wind 1 and Wind 2.
The Cape Cod Commision weight of evidence suggests that when sited properly, at ten times the rotor diameter wind turbines are not related to adverse health. This formula would setback one Falmouth wind turbine at around 3000 feet to residential homes.
Eight years after the installations of the Falmouth wind turbines and twenty-one other communities there is no medical studies as local and state officials already know the answer. The complaints of the Falmouth residents living around the wind turbines is now heard worldwide and courts will shut down these nuisance turbines causing human annoyance or low-frequency infrasound.
Today scientist and researchers refuse to even consider ocean wind turbine construction and infrasound is killing the entire Right Whale population worldwide. These so-called scientists and researchers will not even put wind turbine infrasound on an agenda at any meeting they attend as it interferes with government grants from state and local governments.
The state and federal wind turbine grants through semi quasi state agencies finance the scientist and researchers. The taxpayers are paying for a Dog and Pony show.
