They are not a scam or a solicitation - they are really from the Treasury via Money Network Cardholder Services, which is part of MetaBank, a bank the Treasury Department works with.
The IRS has an article on their website about the debit cards.
There is also information on EIPcard.com, a website set up specifically with information about these debit cards. In the FAQ on this website, it says:
What if I discarded or destroyed my EIP Card?
If your Card is discarded or destroyed, it is important that you call Customer Service at 1.800.240.8100 (TTY: 1.800.241.9100) immediately and select the “Lost/Stolen” option.
Your Card will be deactivated to prevent anyone from using it and a new replacement Card will be ordered. Your first reissued Card will be free and then a $7.50 fee will be applied for each additional reissued Card. Please refer to the material in your Welcome Packet or see your Cardholder Agreement online at EIPCard.com for more information.

The Town of Lexington is not involved with this process or the disbursement of EIP funds in any way.
