Dog Declared Nuisance Following Bite Incident

The selectmen determined that the dog known as Arthur was a nuisance ​dog.

MANSFIELD, MA — A dog on Concetta Drive will have to remain within a fenced-in property and muzzled and leashed while away from home, the selectmen decided Wednesday night.

The board determined that the dog known as Arthur is a nuisance dog. As such, it’s owners Charles and Kim Ingolia were ordered to fence in their home and keep the dog on a leash and muzzle when off the property.

According to a report from Animal Control Officer Jeff Collins the dog Nero was with its owner Tatiana Belmont on Aug. 20 when they went past the Ingolias’ home. When Arthur saw Nero, he broke the link that connected his collar to his lead and ran towards the two. Collins said Nero and Belmont suffered level 4 bites.

"The collar snapped, there is no way to plan for an accident but muzzle and lead should do it," Collins said.

Charles Ingolia said he was in bed when he heard a commotion outside, telling the board the attack was out of character for his dog. He said he thinks the incident is related to another incident when Arthur was one and Nero nipped at him.

Charles Ingolia also said he would be open to dog training.
