The Medfield State Hospital Master Plan Committee (MSHMPC) has developed our own "committee speak" during our time together. Our abbreviations and acronyms have become an everyday part of our speech. We wanted the public to understand these shortcuts. The following list was compiled and written by Erin Haley and Antonia Hoernle, two of our Medfield High School Interns.
The Public Open House, Tuesday, February 7, 2017, 4:00 pm to8:00 pm in the Medfield High School Cafeteria.Participants may come and go as they please and should plan to spend approximately one hour to review all of the materials, interact with committee members, and provide feedback.

Key Abbreviations & Acronyms
Catalyst Subcommittee
The Catalyst Subcommittee is a group of three members of MSHMPC (Ralph Costello, Steve Nolan, and Gil Rodgers) that proactively reaches out to a broad range of organizations and companies that may be interested in the development of the Hospital site. The subcommittee has held preliminary meetings with over 30 organizations, ranging from CCRCs to CSAs to engineering companies specializing in rehabilitation of historic buildings, since being established in early 2015.

CBI - Consensus Building Institute
CBI is consulting firm for which Carri Hulet, the committee facilitator, works. Carri’s specialty is facilitating diverse groups working on public issues.
CCRC – Continuing Care Retirement Communities
CCRCs are different from other types of senior housing because these communities provide housing, personal services, and health care, usually at one location. CCRCs offer an environment and the services necessary for residents to "age in place."
CSA – Community Supported Agriculture
A CSA is a partnership between a farm and a community of supporters (shareholders) which fosters a relationship that is mutually beneficial in the production and consumption of locally produced fruits, vegetables, meats and other produce.
ConCom - Conservation Commission
The Conservation Commission administers Town and state laws and regulations for wetlands. The commission is pertinent to the Medfield State Hospital reuse plan as a large portion of the property borders the Charles River, creating a large wetland component.
DCAMM - The Division of Capital Asset Management and Maintenance
DCAMM is a division in the Department of Revenue of the Commonwealth of Massachusetts. Medfield purchased the former Medfield State Hospital property from the DCAMM. The town has an agreement with DCAMM to share the profits of the redevelopment.
DCR - The Massachusetts Department of Conservation and Recreation
DCR will own the two approximately 40 acre parcels on either side of the core campus (A-1 and A-2) that are currently used for haying fields. These parcels are now zoned as agricultural land and are restricted to only agricultural, passive recreation and open space uses.
DEP - The Massachusetts Department of Environmental Protection
The DEP is involved in cleanup and mitigation of toxic materials in the soil and in waterways at the former Medfield State Hospital.
DMH - The Massachusetts Department of Mental Health
DMH operated the hospital when the facility was open.
Lot 3
Along with the main Medfield State Hospital property, the Town also owns this small portion of land off of Ice House Road. See map above.
The Hinkley Property
The portion of land near Clayton Street and Bishop Lane also owned by the Town. See map above.
McCabe Enterprises
The Committee recently hired McCabe Enterprises to complete phase I of the planning process and to continue assisting the Committee in phase II.
McCarthy Park
McCarthy Park is Town-owned land that lies east of the Sledding Hill and south of the main hospital campus. The land contains numerous baseball and soccer fields and is home to lots of active and passive recreation. See map above.
Medfield Planning Board
The Board enforces the town’s zoning laws. Any major zoning changes at the former Medfield State Hospital would actively include the Planning Board, including the final site plan approval. Current permit granting requirements of the Planning Board are subject to change.
Mediation Committee
The Committee worked with the state of Massachusetts to develop and is in the final stages of the implementation of a remediation plan for parts of the land previously contaminated with toxic materials.
MSH – Medfield State Hospital
The former site including grounds and buildings built and operated by the Commonwealth of Massachusetts for care of mentally disabled people. The Town purchased approximately 134 acres located on Hospital Road in Medfield.
MSHMPC - Medfield State Hospital Master Planning Committee
The committee responsible for creating a master reuse plan for the former Medfield State Hospital site. It currently has seven official members: Steve Nolan – Chairman, Pat Casey, Ralph Costello, Brandie Erb, Randy Karg, Teresa James, and Gil Rodgers.
RFI – Request for Information or Intent
A formal solicitation issued by the Town to obtain information from the marketplace on the capabilities of firms or intentions for development. It is sometime used as a preliminary step preceding an RFP or RFQ.
RFP - Request for Proposal
A document seeking a complete proposal from an agency or company interested in providing a service, commodity, or asset.
RFQ - Request for Quotation
A business process that invites suppliers into a bidding process for specific products or services but typically does not include the full technical and capabilities of the bidder. The committee may use RFI’s, RFP’s and RFQ’s when hiring consultants or developers.
RKG Associates
RKG is a market research and financial consulting firm who, as a subcontractor to VHB, developed a financial model for the committee’s use during the planning process.
Resource Committee
The Resource Committee supports the MSHMPC by providing research, technical expertise, and other advisory services. It is currently composed of seven members: Lucille Fisher, Bill Massaro, Jean Mineo, Frank Perry, Rosamond Smythe, Alec Stevens, and John Thompson.
Sledding Hill
A section of the MSH (approximately 34 acres) located on the south side of Hospital Road purchased by the Town. A portion of the Sledding is a favorite spot for sledding in winter months with snow cover.
VHB - Vanasse Hangen Brustlin
VHB is the consulting firm who assisted the Committee with the initial aspects of phase I of the planning process.
ZBA - Zoning Board of Appeals
ZBA reviews questions about the Zoning Bylaws and the Building Code. Current permit granting requirements of the ZBA are subject to change.
40B - Chapter 40 B
Chapter 40B is a state statute in Massachusetts that allows the Zoning Board of Appeals to approve developments containing at least 20-25% low income housing under flexible rules. The Committee is considering 40B housing as a possible option for a portion of the former Medfield State Hospital land, as Medfield is currently below the required 10% quota of 40B units.
40R - Chapter 40 R
Chapter 40R is part of a state act in Massachusetts meant to encourage dense residential or mixed-used properties, often including low income housing, near public transit stations. The town can utilize this chapter to change the density of housing in a given area.
