TOWN OF NEEDHAM
NOTICE OF HEARING

In accordance with the provisions of M.G.L., Chapter 40A, S. 11, and the Needham Zoning By-Laws, Sections 7.4, 1.4.6, 3.3.3(g), 4.2.8 and 5.1.1.5, the Needham Planning Board will hold a public hearing on Tuesday, March 20, 2012 at 7:30 PM in the Charles River Room, first floor, Public Services Administration Building, 500 Dedham Avenue, Needham, Massachusetts, regarding the application of the Town of Needham, 470 Dedham Avenue, Needham, MA, and the Needham Historical Society, 1155 Central Avenue, Needham, Massachusetts, for an Amendment to a Special Permit under Site Plan Review, Section 7.4 of the Needham Zoning By-Law.

The subject property is the location of the Newman School at 1155 Central Avenue, Needham, Massachusetts, shown on Assessor’s Map No. 216, Parcel 21 containing 60.75 acres in the Single Residence A District. The Needham Historical Society leases land from the Town of Needham within this parcel. The requested Site Plan Special Permit amendment would, if granted, permit certain revisions to the originally approved site plan. The proposed revisions include: remove existing ADA non-compliant (slope) cement concrete walkway and provide new ADA compliant cement concrete walkway at the Pre-K entry at the south end of building west wing; remove existing woodchips at Pre-K Play Area at south end of building west wing and provide new engineered wood fiber surfacing; remove existing ADA non-compliant (slope and general condition) bituminous concrete walkway and provide new ADA compliant bituminous concrete walkway at the East/West walkway and small plaza in central courtyard; provide new drain structures and underground pipe to eliminate “ponding” on west side of the Bus Loop; repair crosswalk to match existing color and pattern at the entry road and walkways off of Central Avenue; and other similar revisions as detailed in the plans.

In accordance with the Zoning By-Law, Section 7.4, a Major Project Site Plan Review is required. In accord¬ance with the Zoning By Law, Section 1.4.6, a Special Permit is required for the change and extension of a pre-existing, non-conforming use, and, to the extent applicable and required, the alteration, enlargement and reconstruction of a lawful, pre-existing, non-conforming structure. In accordance with the Zoning By-Law, Section 3.3.3 (g) a Special Permit is required for a use not otherwise expressly permitted or prohibited in a Flood Plain District. In accordance with the Zoning By-Law, Section 4.2.8.4, a Special Permit is required to waive screening requirements of Section 4.2.8. In accordance with the Zoning By-Law, Section 5.1.1.5, a Special Permit to waive strict adherence to the requirements of Section 5.1.2, Required Parking and Section 5.1.3, Parking Plan and Design Requirements is required.

Copies of the plan are available upon request in the office of the Planning Board, 500 Dedham Avenue, Needham, MA. Interested persons are encouraged to attend the public hearing and make their views known to the Planning Board.
