📰 News we're reading
1. Orleans May Regulate Landscaping, Leaf blower Noise (capecodchronicle.com) — Orleans officials are weighing a bylaw that would restrict commercial landscaping hours and phase in a full ban on gas-powered leaf blowers by March 1, 2027. The select board agrees the proposal needs more work on enforcement and funding, so it's likely to be pushed from the November special town meeting to the annual town meeting in May.

2. Water Use Cited As A Concern In Prence Review (capecodchronicle.com) — Orleans's zoning board is scrutinizing whether the town's water supply and parking capacity can comfortably support the 78-unit Governor Prence housing proposal on Route 6A. While town water officials say there's ample permitted capacity even during drought restrictions, board members, nearby businesses, and residents are pressing for more detailed, independent analysis before a decision deadline in mid-November.

3. The Principles of 'Pocket-Size' Design (provincetownindependent.org) — Right in Orleans off Route 6A, a new "pocket neighborhood" of six small apartments is testing a different approach to the town's housing crunch. Built by Cape Associates with Union Studio, the compact duplexes emphasize shared green space, energy efficiency, and walkability, offering "missing middle" rentals for residents like a local photographer who can now walk to work.

4. Developer Says Mid-2027 Is New Finish Date for Underground Mall (provincetownindependent.org) — A major redevelopment of Orleans's former underground mall at 17 Nell's Way is running about nine months behind schedule, with full occupancy of its 29 units now expected around June 2027. The mixed-use project will include three income-restricted rentals under Orleans's inclusionary bylaw plus additional market-rate workforce housing, and has already cleared local zoning and historic district reviews that shape what can be built along Route 6A.

5. Forecasters expected 44 mph wind gusts. One Cape Cod town hit 70 mph. (capecodtimes.com) — Orleans saw wind gusts over 50 mph during last weekend's nor'easter, part of a Cape-wide blast that topped out at 70 mph in Wellfleet and knocked out power for more than 1,200 Eversource customers. National Weather Service observers logged multiple high readings overnight, far exceeding the originally forecast 44 mph gusts.
