Quincy Woman Accused Of Killing Children: Not Guilty For Insanity

Since the children's deaths, Chi has seen several mental health examiners and none have deemed her well enough to stand trial.

DEDHAM, MA — A Quincy woman charged with killing her 9-year-old daughter and unborn son was found not guilty by reason of insanity in Norfolk County Superior Court.

Xue Fang Chi, 47, was committed to Worcester State Hospital, where she had stayed since the children's deaths, the Patriot Ledger Reported.

On April 16, 2009, Quincy were called to Chi's home at 20 Woodbine Street for a medical emergency. Police said they found Chi barely alive with self-inflicted knife wounds and her daughter Wen Xue, dead in bed beside her. Chi was rushed to Boston Medical Center, and her life was saved, but the child she was carrying did not survive.

Since the children's deaths, Chi has seen several mental health examiners and none have deemed her well enough to stand trial, District Attorney Morrissey said.

“Cases like this one are the reason the verdict of not guilty by reason of insanity exists,” Morrissey said in a press release. “Multiple mental health examiners uniformly opined that Xue Fang Chi was not criminally responsible.

Chi remains committed in the Worcester Recovery Center.

"The Quincy and State Police detectives who put the case together did solid work,” District Morrissey said. “But as disturbing as these facts are, as disturbing as mental health cases are, this appears to be the appropriate result.”
