Traffic Stop Leads to Drug and Weapon Charges, OUI

On Feb, 11 at approximately 1:20 a.m, Sergeant William Ward was on routine patrol when a call came in for a disturbance in the Hancock parking area located at 50 Revere Rd. Numerous officers responded to the scene and as the Ward approached, he observed a black Infiniti drive out of the parking lot at a high rate of speed, failing to stop prior to entering Dennis Ryan Parkway.

At the time it was snowing and visibility on the street and parking lot were obstructed by snow from a prior storm. Due to the reckless operation of the vehicle, Sergeant Ward caught up to the vehicle and activated his cruiser blue lights and stopped this vehicle. Prior to walking up to the vehicle, the Sergeant observed the operator moving his hands and possibly reaching or placing an item under the front passenger seat. When asked for his license and registration, the operator and sole occupant produced a Massachusetts Drivers License but did not have the registration. When asked if he knew the reason why he was being stopped, the operator immediately stated, “Can you just give me a break?”

Ward detected a moderate odor of alcoholic beverage along with slurred speech and glassy eyes. To determine the operator’s sobriety level, the operator was asked to step out of the vehicle. At this time, Officer Bryan Donovan arrived to provide back-up. The operator appeared unsteady on his feet. The operator was asked where he was coming from and he said, “Kelly’s Cellar.” He admitted to drinking “two Coronas and two shots of Hennessy.”

The operator agreed to take field sobriety tests. Based on the results of those tests, Sergeant Ward determined that the operator was driving a motor vehicle while under the influence of an alcoholic beverage. The operator was placed under arrest, handcuffed and then searched.

During the pat down, Sergeant Ward felt a hard bulge in the right front pocket of the suspect’s sweatpants. Using his flashlight, he illuminated the inside of the operator’s pocket and observed a glassine baggie containing cocaine. The bag was removed to show both crack cocaine and white powdered cocaine. The crack cocaine was individually packaged into four glassine bags which is consistent with street level distribution. The white powder was inside one glassine baggie weighing approximately 13 grams (including packaging).

The operator was then placed in to the rear of Officer Donovan's cruiser and transported to the police station. While the field sobriety tests were being performed, Officer Andrew Keenan arrived on scene to assist. Sergeant Ward requested Officer Keenan conduct an inventory of the motor vehicle prior to it being towed. As a result, Officer Keenan located a .40 caliber Beretta firearm underneath the driver's seat. There were eight rounds in the magazine of the weapon but no round in the chamber.

The operator, Jayquan Monteiro, 22, of Dorchester, was charged with operating under the influence of alcohol, speeding, impeded operation, possession of a loaded firearm, and possession cocaine s with intent to distribute. He was ordered held on $25,000 cash bail during his arraignment at Quincy District Court.
