Letter to the editor.
After watching all the BOS meetings last year (2017) I cannot go without writing how embarrassed and frustrated I have become by the most absurd, infantile, self serving behavior I have witnessed most recently by 2 paid, elected town officials, Caroline Colarusso and Tom Boussy. The ridiculousness that comes out of their mouths is appalling and as a taxpayer and retired business owner, I am completely disgusted and disillusioned as to where this board will wind up! I voted for these two people and much to my dismay they have accomplished absolutely nothing except chaos and disruptions from major issues, corrupting the integrity of the responsibility that comes with being leaders for the community. I don’t say this lightly either. When any of the 3 other board members are talking Mrs. Colarusso is either playing with her cell phone or rustling papers. It’s so very rude and distracting and mind you this is even when visitors are speaking (example - Senator Lewis and State Rep. Day) And Tom Boussy with thumb twiddling and stomping feet. Walking out of a meeting before it’s over because you did not get your way? Are we dealing with kids on a playground or adults who are prepared to act like adults? Both Caroline and Tom should be forewarned that voters are watching and paying attention and dismayed over the unprofessional behavior displayed. Honestly, how can they claim “representing the people of Stoneham” before anything else? I see Mrs. Colarusso is running and campaigning for State Representative, yet again, so I believe her interest in being a State Rep. outweighs any commitment she had to the people of Stoneham as Sectwoman. What’s it the 3rd time? Where is the commitment she made? Leave your ego’s at the door and do your job! Chairman Seibolt should have asked Mrs. Colarusso and Mr. Boussy to leave instead of procrastinating over trivial matters and really poor behavior. Responsibities
As the Chief Elected and Executive Officers of the town, the Selectman are vested with all the municipal authority not specifically retained by the town's legislative body, Town Meeting The BOS appoint a Town Administrator responsible for the daily management of the town.
The BOS:
- Issue the warrants for Town Meetings and make recommendations on the warrant articles
- Initiate legislative policy by inserting articles in Town Meeting warrants
- Implement the votes subsequently adopted
- Adopt town administrative policies
- Review and set fiscal guidelines for the annual operating budget
- Make recommendations to Town Meeting on the budget and Capital Improvements Program
- Appoint department heads and members of most official boards and commissions.
- Hold public hearings on important town issues and periodic conferences with agencies under their jurisdiction and with community groups
- Represent the town before the General Court and in all regional and metropolitan affairs
- Enforce town by-laws and regulations
- Serve as the licensing board responsible for issuing and renewing over licenses in more than 20 categories, including common victualler, food vendor, liquor, lodging house, open-air parking lot, inflammables, special events, and entertainment.
