Town Administration and Three Selectmen Cooking the Books
Our Revenues are up and we have $ 3.4 Million in Cash .You paid it all. And you are not getting any Back so Fight Back at Town Meeting !

"Also, we shouldn't have to pay the exuberant fees that the school department charges. If you are paying a bus fee, there shouldn't be a significant balance left in the revolving..."
Those are the 'exact' words of 'Dave Casterllan' who is our New Accountant : in 1995 While Running For Saugus School Committee . And I for one echo his concern.
Finally we have an experienced man who also worked for several years at the Department of Revenue and a fine gentleman to talk with.
We have our disagreements as he wishes us to pay for every drop of water which the Municipal Departments and I don't.
They have 29 Meters and use an estimated 12 Million Gallons at around $ 3200 per million or about $ 400,000 per year which he wants us to pay.
It's bad enough the Former Administrator wrote the Sterling Golf Contract to give the New Vendor of Unicorn Golf Course a $ 45,000 Water Rate Break by allowing the Wholesale MWRA rate plus only 25 % which will cost us dearly if they use LESS water than the present year in the following year plus allowing them to get a FREE Irrigation System by not at least 'building in a 50/50 Sharing while making us pay for 'every improvement over $ 10,000... This all smells more like a 'Cod' than Steak .

I think 'Water and Sewer' should be in the Budgets as a 'needed' Discipline for Government as they have worked us around with Creative Financing since the Passing of Proposition 2 1/2.
Dave: Evidently a 'Taxpayer Person' , I'm sure also agrees that since we also 'overpaid' taxes, and fees, from FY 15 to FY 16 when we received $ 1.6 Million Dollars in Revenue than expected; and that we have over $ 3.4 million in 'excess' Tax and Fee' payments; we DO deserve to either end this 'Go Round' of a Law which WE passed in 1982 or lessen it some as a 'Sign' our Government has not turned into a 'Government Employee' Oligarchy . as we 'definitely' may have developing during this Coming Election in April .
If the numbers fall right for them, a Plurality of Government Retired or Present Employees would have to leave the Room so often during Voting or Deliberations the swinging of the Doors will give the Audience Pneumonia !
I'm so glad these Selectmen and Town Administrators were not around during the Depression when our people were out of work and Starving . Even the Apples to Sell would be scarce as they may would have gathered them to sell for a Coyote to catch Chicken for money to feed their 'Hacks for their next campaign.
