In a letter from Selectmen Chairman David Sousa to Hartman, it is stated that the board will vote on whether to enter executive session to consider the action. Sousa writes that the decision is being contemplated due to his repeated failures to keep the board informed of important town matters, the failure to find a new concessionaire for Cedar Hills Golf Course, the closure of town offices without notification to the board or public, and the inadequate quality and procedure for repairs at fire station one.

The dissatisfaction of Harman by town employees has been well documented. In March, following the surprise retirement of Police Chief Paul Shastany, the town's police and fire unions issued a vote of no confidence against Hartman. Both departments requested that the selectmen take action to remove Hartman from the position.

Sousa attempted to make a motion to cut ties with Hartman but was deemed out of order by then-Chairman Joe Mokrisky.

Later that month, the Executive Board of the Stoughton Teachers Association agreed to issue a statement of support for both unions.
