Pools, Sheds, & Decks to be Quickly Permitted in ISD Summer Fast Track Program

ISD permit process for summer projects to be easier so you can get build that pool, deck or shed.

Boston is making it easier for residents to build decks, sheds and pools this spring and summer. Boston Mayor Thomas Menino announced the Inspectional Services Department (ISD) has started a “Summer Fast Track Program” to expedite the permitting process for summer home improvement projects.

Home project permits for swimming pools, backyard sheds, or ground-level open decks in owner-occupied homes that are one-, two-, or three-family dwellings, are guaranteed to be reviewed within seven days, said City officials.

But this will not be a free-for-all, as all permit applications still require a licensed contractor and/or homeowner waiver. Also, existing violations must be addressed prior to the issuance of a permit.

“This is the year to get that deck built, or put in a swimming pool, or purchase that shed,” said Menino via press release. “This summer, we are cutting the red tape on home improvement in the city of Boston. We want to help homeowners get a jump on their projects and get them done sooner rather than later.”

Boston homeowners will need to follow a two-step process:

  1. File alteration application for one of these 3 types of projects: pools, sheds or open deck at 1010 Mass Ave.
  2. Submit necessary documentation:
  • Pools: plot plan/survey locating pool where proposed on property, fencing and locking mechanism detail, above ground pool affidavit.
  • Sheds: plot plan/survey locating shed where proposed on property, framing and foundation plans depending upon stick built or pre-fabricated construction
  • Open deck: plot plan/survey locating deck where proposed on property; foundation and framing plans.

ISD (at 1010 Mass Ave.) will review each permit application within seven days, as well as be open late on Thursday evenings until 7 p.m. A press release said ISD will be fully-staffed in the office during Thursday evenings to review permit application immediately.

offered her opinion on the new program, "I think that the Summer Fast Track Program is a great idea. For many, the City process is sometimes cumbersome and the property owners shy away from doing what is right and adhering to the process.  The program will encourage those homeowners to file for permits, get approval, and do the improvements to their property with the blessing of the City."

When asked about any concerns about speeding up the permitting process, Waishek said, "My only concern that if a variance is needed for any reason, the process should be reviewed by the local civic group, appearing before the zoning advisory board, et cetera - all which do not meet during the summer. If variances are waived, would this set a precedent?"

ISD Commissioner Bryan Glascock spoke about the department's availability to the public, via press release: “We encourage homeowners to call or drop in for any and all permits associated with enjoying the summer and a Plans Examiner will be glad to assist them.”
