Winchester's 2016 Halloween Sex Offender Safety Map

Level 3 sex offenders are not wanted by the police, but they are considered at the highest risk for a repeat offense.

WINCHESTER, MA — There are two level 3 sex offenders living, working or both, or just frequently spending time in the Town of Winchester as of Oct. 14, 2016, according to the Massachusetts Sex Offender Registry Board.

Only the most severe sex offenders with the highest risk to commit another offense are designated as level 3 offenders, according to local authorities. The offenders are not wanted by police, and using this information or harass, discriminate against, or harm these individuals is against the law.

  • Christopher French, 35, lives at 23 Hollywood Road. He was convicted of rape and abuse of child, enticing a child under the age of 16, dissemination of matter harmful to minors, dissemination of child pornography, posing or exhibiting a child in state of nudity or sexual conduct and purchase of possession of child pornography in 2009.
  • Edgardo Torres, 52, works at 86 Cross St. in Winchester. He was convicted of O/S indecent assault and battery on a person aged 14 or older and O/S attempt to commit indecent assault and battery on a person aged 14 or older and O/S indecent assault and battery on a child under 14 years of age.
