Police said officers stopped the vehicle on Harrison Street at about 5 p.m. because it had canceled license plates. Officers saw a knotted plastic bag containing a white powdery substance believed to be cocaine on the driver's side floorboard, according to the department.

Officers then searched Mbarushimana, who was a passenger in the vehicle, and found five additional knotted bags of suspected cocaine, police said.

The driver, whose name was not released, was charged with possession of a Class B substance and several motor vehicle offenses, according to police.
