2015 Sex Offender Halloween Safety Map: Plymouth-Canton

Before kids go out trick or treating on Halloween, fall is a good time to take inventory of who is living in your neighborhood.

The Plymouth-Canton area has 58 registered sex offenders listed on the Michigan Sex Offender Registry.

Michigan doesn’t currently prohibit registered sex offenders from participating in Halloween trick-or-treating and parties, children’s birthday parties or other events involving children, although legislation was introduced in 2013 to restrict that. Proposed legislation was referred to the Senate Judiciary Committee.

You may want to avoid trick or treating at these houses and apartments on Halloween, or merely be aware of who’s living in your neighborhood during the rest of the year.

Understanding the tier levels in Michigan:

Tier 1

• Child Sexually Abusive Activity or Material Possession
• Aggravated Indecent Exposure, if the victim is less than 18 years of age
• Unlawful Imprisonment, if the victim is less than 18 years of age
• Criminal Sexual Conduct 4th Degree, if the victim is more than 17 years of age.
• Assault with Intent to Commit CSC in the Second Degree, if the victim is more than 17 years of age
• Capturing/Distributing Image of Unclothed Person, if the victim is less than 18 years of age
• Any violation of state law or local ordinance that by its nature constitutes a sexual offense against an individual who is less than 18 years of age
• Any offense committed by a person who was, at the time of the offense, a sexually delinquent person
• Any offense substantially similar to a listed offense under a law of the United States, any state, or any country or under tribal or military law

Tier 2

• Accosting, Enticing or Soliciting a Child for Immoral Purposes
• Accosting, Enticing or Soliciting a Child for Immoral Purposes (prior conviction)
• Child Sexually Abusive Activity or Material Producing/Financing
• Child Sexually Abusive Activity or Material Distributing/Promoting
• Use of Internet/Computer System; Prohibited Communication
• Crime Against Nature or Sodomy, if the victim is less than 18 years of age
• Gross Indecency Between Male Persons, if the victim is between 13 and 17 years of age
• Gross Indecency Between Female Persons, if the victim is between 13 and 17 years of age
• Gross Indecency Between Male & Female Persons, if the victim is between 13 and 17 years of age Soliciting, Accosting, or Inviting to Commit Prostitution or Immoral Act, if the victim is less than 18 years of age
• Pandering
• Criminal Sexual Conduct 2nd Degree, if the victim is more than 13 years of age
• Criminal Sexual Conduct 4th Degree, if the victim is between 13 and 17 years of age
• Assault with Intent to Commit CSC in the Second Degree, if the victim is between 13 and 17 years of age Any offense substantially similar to a listed offense under a law of the United States, any state, or any country or under tribal or military law.

Tier 3

• Gross Indecency Between Male Persons, if the victim is less than 13 years of age
• Gross Indecency Between Female Persons, if the victim is less than 13 years of age
• Gross Indecency Between Male & Female Persons, if the victim is less than 13 years of age
• Kidnapping, if the victim is less than 18 years of age
• Child Kidnapping, if the victim is less than 13 years of age
• Criminal Sexual Conduct 1st Degree
• Criminal Sexual Conduct 2nd Degree, if the victim is less than 13 years of age
• Criminal Sexual Conduct 3rd Degree
• Criminal Sexual Conduct 4th Degree, if the victim is less than 13 years of age
• Assault with Intent to Commit Criminal Sexual Conduct Involving Sexual Penetration
• Assault with Intent to Commit CSC in the Second Degree, if the victim is less than 13 years of age
• Any offense substantially similar to a listed offense under a law of the United States, any state, or any country or under tribal or military law.
