Rochester Officials to Hear Options on Older Persons' Commission Budget Impasse
OPC remains open, despite nonapproval of 2012 budget from city of Rochester.

What now? That's the question leaders of Rochester have asked about the 2012 budget for the — a budget they have yet to approve.
Tonight, they will hear some possible answers to their question.
The Rochester City Council will consider a report from city attorney Jeffrey Kragt pertaining to the 2012 OPC budget that has been approved by Rochester Hills and Oakland Township but not Rochester.

Rochester leaders did not approve the budget in the fall, . According to the OPC's interlocal agreement, all three member communities must approve the budget in order for the senior center to be operational.
Although Kragt stated in a Dec. 15 letter that "it would be a breach of the agreement to expend funds without an approved budget," the Older Persons' Commission has remained open.

Tonight, City Council is to receive a report from Kragt outlining steps that could prevent the situation from happening in the future. "It may be advisable at this time to open up the agreement and address the 'what if' scenario ... " Kragt stated in a letter to City Manager Jaymes Vettraino last week.
One suggestion would be to require that if a community fails to approve the Older Persons' Commission budget, the OPC board would have to convene at a special meeting and propose an alternate budget.
