Curb Painting bill

I received a "bill" taped to my front door this morning.  This is the second such bill.  I received on last Friday as well.  This one has orange tape instead of masking tape.  Like it's a late bill notice or something.  I did not authorize, request this service.  I was never offered this service.  Should I report or ignore.  If report, to whom?  Thanks -Dee in Royal Oak
