Council members are split over whether the city is catching up on past underfunding or pushing unsustainably high hikes, with a Sept. 22 vote to set the maximum levy and final adoption in December.

The parent company cited heavy debt and insufficient cash to keep operating. Burnsville diners now have one less 24-hour option, and affected workers are being directed toward unemployment benefits instead of transfers.
