Suspect, Officers Identified In Roseville 'Active Shooter' Incident

The "active shooter" incident left the suspect dead and an officer with significant injuries to his face, authorities said.

ROSEVILLE, MN — The Minnesota Bureau of Criminal Apprehension has identified the suspect and officers who were involved in Tuesday's "active shooter" incident in Roseville.

Suspect Jesse H. Werling, 53, of Roseville died at Regions Hospital in St. Paul after he was shot by a Roseville police officer.

Werling shot Officer Ryan Duxbury in the face, authorities said. Duxbury survived and is still being treated at Region’s Hospital.

The BCA said that offices Boua Chang and Bryan Anderson both fired shots at Werling. The officers are on standard administrative leave.

At 7:30 p.m., Roseville police were called to the 2900 block of Owasso Boulevard on a report of shots fired. Authorities were told that a man was shooting a scoped rifle at homes on the block.

At the scene, officers came under gunfire, but could not locate the suspect because he had taken up a "concealed position." Duxbury was shot within the first few minutes of officers arriving at the scene. He was dragged into a squad car and transported to a local hospital.

Residents continued to report that their houses were being struck by gunfire, and a shelter-in-place order was issued for the area.

About an hour later, police located and exchanged fire with the Werling outside of a home. Werling was shot and transported to a local hospital, where he died.

BCA crime scene personnel said they recovered a .22 caliber scoped lever-action rifle from near where Werling was shot.
