Predatory Offender Failed To Check In, Stayed At Woodbury Hotel: Police

WOODBURY, MN — Police say a sexual conduct convict failed to report his living situation to authorities before staying at a hotel in Woodbury last month. Herbert Carl Hubbard, 46, was convicted of third-degree criminal sexual conduct in 1999 in Dakota County. Hubbard, a level three predatory offender, is required to register as a predatory offender until October 27, 2020, according to police.

According to the criminal complaint, on Aug. 1, a special agent with the Minnesota Bureau of Criminal Apprehension received a notification that Hubbard, had been marked as non-complaint for failure to complete a weekly homeless check-in with the Saint Paul Police Department.

The criminal complaint states that in February, Hubbard completed a change of information form, listing him as homeless in the area of Franklin Avenue and Como Avenue in Saint Paul. According to authorities, Hubbard had not completed a weekly homeless check-in since he completed the change of information form, and also learned that Franklin Avenue and Como Avenue do not intersect.

Hubbard then stayed at the Key Inn hotel in Woodbury from July 15 to July 17, according to the BCA. Hubbard was later detained in Dakota County on a burglary charge out of Stillwater.
