C.2 - Dashboard Cameras (RPD)

C.2.1 - Council adopted a Resolution authorizing a medium-term obligation for the first amendment to the services and purchasing agreement between the City of Reno and Axon Enterprises, Inc. regarding financing and maintaining in-car video recording devices (dashboard cameras) and related equipment, network, and data storage for the Reno Police Department (RPD); directing City staff to forward materials to the Nevada Department of Taxation.

C.2.2 - Council approved a first amendment to the current Master Services and Purchasing Agreement between the City of Reno and Axon Enterprises, Inc. (Joinder) to include the Axon Fleet Appendix authorizing the purchase of dashboard cameras for RPD in an amount not to exceed $1.2 million in E911 Surcharge Fees.

Dashboard cameras have proven to be valuable tools for law enforcement and have been successful in providing evidence for criminal proceedings, administrative reviews pertaining to performance and discipline, and in providing essential elements of transparency to the public.

B.11 - Crime Lab Services

Council approved an Interlocal Agreement between the Washoe County Sheriff's Office (WCSO) and the City of Reno, on behalf of the Reno Police Department (RPD), for Crime Lab Services for FY 21/22 in an amount not to exceed $1,000,000. Forensics play a critical role in law enforcement by examining and reporting on physical evidence collected during criminal investigations. This agreement allows for the continuance of these services, with the future goal of RPD establishing its own self-sustaining forensics division. 

C.1 - Logisticenter I-80 West Phase 2 Zoning Map Amendment

Council upheld the recommendation of the Planning Commission and approved an Ordinance Introduction related to the Logisticenter I-80 West Phase 2 Zoning Map Amendment. The ordinance rezones  ±3.16 acres of Arterial Commercial (AC) and ±22.77 acres of Hotel Casino (HC) to Mixed-Use Suburban (MS) on ±25.93 acres. The project site includes two parcels totaling ±26.9 acres and is generally located north of Interstate 80, south of Boomtown-Garson Road, ±950 feet west of its intersection with Cabela Drive.

I.1 - Logisticenter I-80 Phase 2

In the case of Logisticenter I-80 Phase 2, Council heard an appeal of the Planning Commission’s decision to deny: 1) a conditional use permit to allow: a) development of an industrial facility within 150 feet of residential zoning, and b) business operations between 11:00 p.m. and 6:00 a.m.; and 2) alternative equivalent compliance to vary from ground floor building transparency standards.

Council affirmed the appeal, reversed the Planning Commission decision, and added several updated conditions of approval.

G.1 - Citizen Appointments to Boards and Commissions

Council approved:

G.1.1 - Appointment of Hagen Sandoval and Debra Whitlock Lax to the Human Rights Commission.

G.1.2 - Reappointment of Charles (Chuck) Reno as the City of Reno Citizen Representative to the Technical Review Committee of the Washoe County HOME Consortium.

G.1.3 - Appointment of RPD Commander Robert Larson to the E911 Advisory Board.

G.1.5 - Appointment of Mark Miranda and Richard Simmonds to the Ward 4 Neighborhood Advisory Board.

G.2 - Elected Official Appointments to Boards and Commissions 

G.2.1 - Council approved appointment of Devon Reese to the Community Homelessness Advisory Board (CHAB).

L.4 - 0 Museum Drive and 0 Wild Waves

Council approved a Resolution of the Redevelopment Agency (RDA) of the City of Reno to provide a Release and Termination of a Restrictive Covenant made by Riverfront Village, LLC to encumber 0 Museum Drive and 0 Wild Waves, identified as APNs 012-440-04 and 012-440-08. The Community Foundation of Northern Nevada requested that RDA provide the release so they can move forward and sell the properties at fair market value. The proceeds from the sale will be used to support the Community Foundation’s philanthropic mission.
