D.2 - RTC Transportation Alternatives Set-Aside Program Call for Projects
The Regional Transportation Commission (RTC) administers the Transportation Alternatives (TA) Set-Aside Program for our local Metropolitan Planning area. RTC anticipates receiving $805,000 for combined Federal Fiscal Years (FY) 2021 and 2022. Agencies eligible to receive TA Set-Aside funds may submit one application per funding year. City staff narrowed the proposed projects to two candidates: Sixth Street and Lake Street Rectangular Rapid Flashing Beacons (RRFB) and Urban Road and Plumas Street Sidewalk.
After discussion, Council approved the selection of Urban Rd. & Plumas St. Sidewalk Project to be submitted for FFY 21/22 TA Set-Aside Program. City staff requests RTC include the RRFB to the scope of the E. 6th Street Safety Improvements project programmed for FY 23/24.

The potential projects will expand infrastructure to improve pedestrian connectivity, as well as improve pedestrian safety along roadways and intersection crossing.
D.1 - Virginia Street Urban Placemaking Study
Council approved an Interlocal Cooperative Agreement with the Regional Transportation Commission (RTC) of Washoe County to complete a Virginia Street Urban Placemaking Study in an amount not to exceed $150,000 with the RTC agreeing to reimburse the City of Reno 50 percent of the costs, in an amount not to exceed $75,000.
The purpose of this study is to conduct an analysis of the Virginia Street corridor and work with stakeholders to identify a unified vision while addressing elements such as land use, economic development, urban form, accessibility, safety and livability.
B.4 - Equipment Purchase
Council approved the purchase of 13 pieces of equipment and associated outfitting from various vendors using the State of Nevada Vehicle Contract in accordance with NRS 332.195 (1)(Joinder provision) and/or the City's Purchasing Policy, in an amount not to exceed $523,750, to be allocated from the General Fund and Sewer Enterprise Fund. During FY22 budget adoption, Council authorized additional staff and programs to different departments throughout the City. Staff associated with these new or expanded programs will use this equipment to help accomplish their daily tasks.
