23 Face Charges After Police Bust West Street House Party

Concord Police arrest (removed), Nicholas L'Heureux, and Cesar Hughes after early morning hour noise complaint.

Nearly two dozen alleged underage drinkers, a number of them students from NHTI, Concord’s community college, will be in Concord District Court next month after police broke up an underage house party on West Street during the early morning hours of Nov. 8, 2015.

Nicholas M. L’Heureux, 19, of Federal Hill Road in Nashua, was charged with facilitating a drug or underage alcohol house party and unlawful possession of alcohol.

Cesar O. Hughes, 19, of Sanita Court in Columbus, OH, was charged with facilitating a drug or underage alcohol house party and unlawful possession of alcohol.

  • Elizabeth Leones, 18, of Church Street in Concord.
  • Kelcey Marsan, 19, of Villager Road in Chester.
  • Jade C. Garrett, 18, of Broadway in Concord.
  • Nathanyl Guillermo, 19, of Auburn Street in Manchester.
  • Gabrielle Moses, 18, of Coburn Road in Tyngsborough, MA.
  • Jared Stephenson, 20, of Jay Road in Rindge.

According to numerous reports, officers were sent to West Street near Morton for a noise complaint. An anonymous caller alleged there was a large party at a home being rented by a college freshman.

When they arrived, they saw three men – Hughes, L’Heureux, and [Name Removed] – sitting on the front porch. The officers spoke to them about what was going on and all three stated they lived at the home and allegedly admitted to having a small video party and consuming alcohol with about 10 friends.

The officers reportedly people inside as well as beer cans and liquor bottles scattered and strewn throughout the house and drinking games set up in the kitchen, according to a report.

A sergeant on another side of the home reported that there were numerous people in the basement that were trying to get out of the home through a window at the same time officers were in the home. One of the officers went to the basement and collected everyone including a “large number of people hiding in darkened rooms,” according to the report.

Due to the number of people underage who were allegedly drinking or intoxicated, Hughes, L’Heureux, and [Name Removed] were all arrested. L’Heureux’s younger brother was also taken into protective custody. Police cleared the scene around 4 a.m., according to one of the reports.

While being processed, L’Heureux, and [Name Removed] allegedly “showed heavy mood swings of laughing at one another to yelling and swearing,” one officer alleged.

“Both Nicholas and (removed) continuously complained about not being served hotdogs and Mountain Dew while in the cells,” one officer alleged. “Nicholas stated he wanted to go to jail for the morning so that he could get a hotdog.”
