3 Arrested In Concord Connected To Common Nuisance Allegation, South End Drug Bust: Follow-Up

CONCORD, NH — Three city residents were arrested recently on common nuisances, drug sales, and drug possession charges after tips about drug dealing in an apartment on Fayette Street.

The cases against Theodore Teele, 50, Erika Lane, 39, and Debra Pitts, 40, were put together across several months, according to a court affidavit, after the Concord Regional Crimeline received a tip accusing Lane of selling and using methamphetamine. The first tip came in late March concerning the apartment, which is located between Chesley and South State streets.

In early May, detectives began working with a confidential informant they had previously worked with on drug busts and had also been previously charged themselves, according to the reporting detective. The informant accused Lane of having about 100 grams of meth, that she often left drugs “sitting out within the apartment,” and they had purchased an ounce of meth previously for $250, the affidavit said. The informant also provided other information to detectives, including her phone number and vehicle, the report stated.

In mid-May, a second Crimeline tip was left by a neighbor, reporting drug activity in and outside the building, alleging “people (are) coming and going all (hours) of the day and night… please do something as there are children who play outside.”

During the drug investigation, police were also investigating a burglary at a business in Eagle Square where several iPads were stolen. The serial numbers of the iPads were provided by a business employee to police, and Pitts, via that investigation, was accused of being a suspect and arrested on a burglary charge on June 24.

The report noted the stolen iPads had not been recovered.

On May 20, police were granted a search warrant of the apartment and, with agents from Homeland Security Investigations, executed the search. According to the report, Teele was not at the apartment at the time, but Lane, Pitts, and Evan Spaulding, 35, were.

During the search, police found a Mossberg .22 firearm and meth in plastic bags — about 13.8 grams, and empty plastic bags in Teele’s room as well as an undisclosed amount of cocaine and meth in the bedrooms of Lane and Pitts, the affidavit stated.

Teele was interviewed outside in his car during the search.

According to an affidavit, he admitted the gun was his and said he knew Lane was selling drugs out of the apartment, saying he wasn’t an idiot and there was a lot of foot traffic. Teele, the detective wrote, “didn’t know Erika to be a dealer but, sometimes, she’ll have ‘some’.”

Teele said he had the gun for about 18 months and got it from another man who could not have possession of it due to a domestic situation, the affidavit said.

When asked if there were drugs in his bedroom, he said, “You know, I don’t know, there might be some stuff, here and there,” according to the affidavit. Teele was accused of admitting to buying the drugs in Lawrence with one of his buddies a month or two before, pooling their money, but denied selling meth, the report stated.

After the search, Lane, Spaulding, and Pitts, were all arrested on resisting arrest or detention charges.

On June 2, Teele was arrested on a warrant by New Hampshire State Police and possession of a controlled drug-sale and possession of a controlled drug charges, both felonies, and a common nuisance charge, by Concord police. Lane was arrested on June 16 on on felony possession of a controlled drug-subsequent and common nuisance charges. Pitts was also charged with commons nuisance, sale-controlled drug, and two possession-subsequent charges on June 24.

Other Criminal History

Pitts criminal history dates back more than a decade after she was arrested on acts prohibited and attempted delivery of contraband in Lebanon in March 2012. She pleaded guilty to the attempt charge in August 2012 and received a deferred sentence and 21 days of time served credit.

In February 2013, she was accused of criminal liability-armed robbery and armed robbery-conspiracy charges in Lebanon. In October 2013, she pleaded guilty to the criminal liability for the conduct of another charge and received a two-to-four-year prison sentence, suspended for five years, and four years of probation, with 15 days credit for time served. The sentence was amended two months later.

In April 2017, she was accused of armed robbery in Claremont. Pitts pleaded guilty to the two counts and received a five-to-10-year prison sentence with 61 days of time served and $1,611.83 in restitution. She also received a seven-and-a-half-to-15-year prison sentence suspended for 10 years.

Pitts was accused of violation of probation on the Lebanon armed robbery charge and pleaded guilty to the charge in September 2017. She was given a five-to-10-year prison sentence with 102 days of time served credit.

In February 2022, Pitts was arrested in Lebanon on possession and meth charges. A few months later, she pleaded guilty to two charges and received two one-to-four-year prison sentences, served concurrently, with 12 days of time served credit and $1,240 in fines that were suspended for four years.

Pitts obtained work release in August 2022.

On the current charges, Pitts was released on bail on June 29.

She updated her address on Aug. 5 to Back Road in Danville.

Pitts is due back in Concord District Court for arraignment on Sept. 14.

Lane was arrested by state police on July 2, 2025, on driving under the influence, DUI-second offense, transport drugs in motor vehicle, felony possession, and speeding-26-plus mph over the limit of 55 or less in Concord. For both the state police and Concord police arrests, she listed Bow Lake Road in Barnstead as her home address.

Court officials were unable to find an update about the state police arrest.

After being arraigned on the Fayette Street resisting, nuisance, and drug possession charges, Lane was released on personal recognizance. She was arraigned on June 29. Lane was scheduled to go to trial on Aug. 11, but that was canceled. She entered a not guilty plea by counsel instead. A probable cause hearing is slated for Sept. 8.

The case against Teele was boundover from Concord District Court to Merrimack County Superior Court on July 14. He was released on personal recognizance.

Teele is due back in superior court on Oct. 8.
