On the 60th Anniversary of Medicare and Medicaid, New Hampshire Leaders Reflect on the Programs’ Legacy

Concord, NH — This week, Edward Shanshala, CEO of Ammonoosuc Community Health Services (ACHS), and Arnie Arnesen, host of The Attitude on WNHN, joined Protect Our Care New Hampshire to mark the 60th anniversary of Medicare and Medicaid in NH. The virtual event explored the transformative impact of these two programs and addressed the ongoing challenges in delivering affordable, equitable health care—particularly in rural areas of the Granite State.
Medicare and Medicaid have provided a critical safety net for millions of Americans since 1965, helping reduce the uninsured rate, lower prescription drug costs for seniors, and expand access to preventive and long-term care. In New Hampshire, these programs remain essential to tens of thousands of residents, including older adults, individuals with disabilities, and low-income families.
Speakers noted that continued funding and support are vital as health systems across the state face rising costs, workforce shortages, and access issues—especially in rural communities. Shanshala highlighted how health centers like ACHS are working to close gaps in care, improve outcomes, and adapt to the evolving needs of patients.

“As a rural health care provider, we see every day how important Medicare and Medicaid are in our region,” said Edward Shanshala. “They help ensure that geography and income don’t determine your access to care.”

“We have to remember that these programs are not just policy—they're a promise,” said Arnie Arnesen. “A promise to care for people across their lifespans, and a reflection of our values as a state and a country.”

The discussion also touched on how policy changes at the federal level may affect local access to care. Speakers encouraged continued engagement with state and national leaders to preserve and strengthen these programs for future generations.
