After Crash, Penacook Man Allegedly Yells That He's Drunk: Log

Concord Police: Woman threw phone at ex, cut his eye after arguing with cop, Bow man is arrested for riding his bike on a sidewalk.

CONCORD, NH - Brendon W. Pelkey, 21, of Community Drive in Penacook, was arrested at 11:05 p.m. on April 30, 2016, on two counts of driving while intoxicated, conduct after an accident, and transportation of alcohol/open container. An officer reportedly heard a crash on Village Street but was unable to see an accident. A man on a bike tipped the officer off to the crash location – near Beede Drive – and the officer headed there, according to a report. The officer turned on the cruiser’s emergency lights just as the vehicle began to leave the area. Another officer was dispatched to the area after the vehicle was stopped about 200 feet away. The driver – Pelkey – allegedly began yelling, “I’m ------ drunk!,” according to the report. “In my initial observations of Brendon, I could smell a strong odor of an alcoholic beverage coming from his breath,” the officer alleged. “Brendon had glossy red bloodshot eyes and was slurring his speech when talking.” After field sobriety tests, he was arrested. Pelkey is due in court on May 23.

Nicole L. Tarbox, 30, of Old Suncook Road in Concord, was arrested at 2:51 a.m. on April 23, 2016, for simple assault, domestic violence-simple assault, and default or breach of bail conditions. Officers were sent to Cumberland Farms on Manchester for a report of a man being assaulted. The man alleged that his ex – Tarbox – threw a cellphone at him, hitting him in the face, and cutting his eye. The officer spoke with the victim and noted that the cut – just above his eyelid – was fresh. He stated that Tarbox, after 14 years, with two children together, wanted him to move out, so her new boyfriend could move in, according to the report. He went out to get cigarettes but didn’t have enough money and returned home. When he did, she allegedly confronted him. According to the report, she accused him and questioned the length of time he was gone, got angry, and then threw the phone at him, he stated. He left and called police. Officers went to speak to Tarbox who alleged that the victim had kicked a chair, which struck her foot, according to the report, and they began to argue. After speaking to the victim again and realizing that Tarbox was out on bail, she was arrested and arraigned on April 25.

Joseph W. Mulkhey, 31, of Garvins Falls Road in Concord, was arrested at 3:11 a.m. on April 21, 2016, for simple assault and domestic violence-simple assault. Officers were sent to a domestic at an apartment building with a woman claiming that her boyfriend had “beaten her face in,” according to an arrest report. They spoke to the woman outside about the argument, alleged assault, and observed her injuries, according to the report. They then went into the apartment to speak to Mulkhey who reportedly “grew agitated and started yelling at us” and “displayed signs of alcohol impairment, as he could hardly stand up, had slurred speech and had an odor of an alcoholic beverage coming from his breath,” according to the report. The apartment, the reporting officer alleged, had a damaged table and items thrown all around. Mulkhey allegedly admitted to pushing the woman and was arrested.

Matthew G. Kaufman, 29, of Wheeler Road in Bow, was arrested at 5:39 p.m. on March 24, 2016, for driving upon a sidewalk. An officer on Broadway saw a man riding a bike on the sidewalk and pulled over to speak with him about it at Milano Brothers. The rider – Kaufman – reportedly asked if he was being detained and the officer said he just wanted to explain to him that he wasn’t supposed to ride his bike on the sidewalk. Kaufman reportedly asked again if he was being detained and then, “began verbally challenging” the officer. The officer asked for his name but he allegedly refused and then pulled out his cellphone to record the conversation, according to the report. Kaufman then asked for a supervisor and a sergeant arrived to speak with him. After continuing to reportedly argue and refusing to give his name, he was arrested. Kaufman had a court date on May 2.

Luke J. Lestrange, 32, a homeless man now located in Concord, was arrested at 4:24 a.m. on March 20, 2016, and charged with simple assault, domestic violence-simple assault, driving after revocation or suspension, and suspended registration. Police were sent to the Days Inn on South Main Street for a report of a domestic. A woman alleged that her boyfriend – Lestrange – was “stopping her from leaving, throwing things at her, and put soap in her mouth,” according to the report. Lestrange reportedly later left and officers went to look for him. Dispatch also reported that he had a suspended license from earlier in the month for failure to pay a court fine. The woman stated she didn’t know why but Lestrange allegedly started yelling at her and calling her names, according to the report. As he was screaming at her, “Luke spit in her face and some got in her mouth several times,” according to the report. He then allegedly threw shampoo all over her shirt and grabbed her by the wrist, the report stated. A 12-hour domestic violence arrest warrant was issued for Lestrange. The woman said she had a GPS app on her cellphone and could track where Lestrange was driving after leaving the motel, according to the report, and police caught up with him outside of The Friendly Kitchen on South Commercial Street, where he was arrested. He was arraigned the next day.

Chad R. Glodgett, 33, of Garvins Falls Road in Concord, was arrested at 12:50 p.m. on March 13, 2016, on two counts of felony habitual offender, resisting arrest or detention, and possession of controlled drugs-marijuana. Officers were sent to Lowes on Fort Eddy Road for a report of an erratic driver that reportedly was speeding, passing car, and drove up onto a curb, according to a report. A witness reported that the car stopped at Lowes and the man was in the store. Dispatch reported that the driver might be Glodgett, who had an active warrant for being a habitual offender from an incident in November 2015. The officers met with the witness who reported what she saw and then walked into the store to try and find Glodgett. Inside, they spoke with an employee with a description and the employee reportedly stated that they had been watching the same man. “He has been in here trying to steal stuff for an hour,” the employee alleged, according to the report. The met with Glodgett – who matched a previous mugshot on file – who was in the tool aisle with “an arm full of tools,” according to the report. When told he was being arrested, Glodgett allegedly “forcefully pulled his arm away” from the officers. They brought him to the floor were able to get him into handcuffs. In a pocket, they allegedly found a baggie of marijuana and a pipe, according to the report. “Glodgett did not have a wallet or any money or credit cards with him,” the reporting officer alleged. During processing, he allegedly “kept nodding off.”

James E. Hartt, 41, a homeless man now located in Concord, was arrested at 5:02 p.m. on March 9, 2016, for criminal trespass. At 5:34 p.m. on March 21, 2016, he was arrested again for default or breach of bail conditions. In the first incident, officers were sent to Red River Theatres on South Main Street for a report of a man refusing to leave. The officers spoke to an employee and then met with Hartt who was allegedly sleeping with a coat over his head inside one of the theatres. “Hartt woke up and looked at us,” the officer alleged. “I observed that he had droopy eyes that were bloodshot and glassy. I told Hartt that he needed to get up and leave. Hartt just looked at me and remained sitting. I told Hartt a second time to get up and leave. Hartt continued to sit in the seat.” He was asked, according to the report, to get up at least seven times and refused. He was arrested and held without bail. In the second incident, officers were sent to the Burlington Coat Factory on Storrs Street for a report of a man that was passed out in the men’s bathroom. Concord Fire and Rescue teams were called to medically clear the man – Hartt – who was allegedly “highly intoxicated.” Hartt was out of bail from a previous incident, wasn’t supposed to be drinking, and there was also an active warrant for breach of bail from March 13, 2016, involving him allegedly being intoxicated in the back of the Market Basket location on Storrs Street. Hartt was arrested again and refused bail.
