Alleged Drunk Driver Careens Corolla On Top of a Rock: Log
Concord Police: Homeless man allegedly steals Jeep and "suspicious" pawning by alleged heroin addict with record leads to more charges.

CONCORD, NH - Francis Barbie, 65, of Warren Street in Concord, was arrested on March 8, 2016, on two counts of driving while intoxicated and two counts of driving while intoxicated-second offense. Officers were sent to North Main Street at just before 2 a.m. for a report of an accident. When they arrived, the reportedly found a Toyota Corolla that was off the roadway and had driven up onto a rock. They spoke to a man who was a witness who reported that he was driving south when the car in front of him began to drift to the left, cross the center line, and then drove off the roadway and up onto the rock. The driver left the scene, he stated, to get a jack. The officers took a description of the driver and ran a check on the vehicle and found out that it was owned by Barbie. One officer went to his home but he wasn’t there. That officer was able to reach Barbie by phone since he was in the system due to a previous arrest, according to the report. The officer caught up with Barbie on Warren Street and spoke with him. “After initially providing (the officer) with some misleading information, Mr. Barbrie eventually admitted that he had been operating the green Toyota that was registered to him,” according to the reporting officer. “He also explained that he recalled crashing his car and that it was stuck on a rock. He left the scene of the accident because he was nervous because he had been drinking and he did not want to lose his license again.” Barbie reportedly admitted to drinking at the Eagles Club then TGI Fridays and then drove to Papa John’s to get pizza but they were closed. While driving on North Main Street, he allegedly lost control of the car and crashed, he allegedly stated. “When I asked Mr. Barbrie why he left the scene of the accident, he told me that he saw the blue lights coming and panicked because he did not want get in trouble.” After a field sobriety test, he was arrested. Barbie was arraigned on March 21.

Brendon W. Pelkey, 21, of Community Drive in Concord, was arrested on March 6, 2016, for receiving stolen property from March 2015 on Penwood Drive and possession of controlled drugs. At around 6 p.m. at Rolfe Park, an officer ran a check on a Nissan parked in the parking lot near where a man was playing basketball and found that the owner of the vehicle had an active warrant from December 2015. The officer made contact with the man – Pelkey – and found out he had the active warrant. He was then arrested. Allegedly in his pocket, “in plain view,” was a marijuana pipe, so he was charged with possession. Pelkey was arraigned on April 11.

Louis P. MacNeil, 56, of Academy Street in Laconia, was arrested on March 6, 2016, for two counts of driving while intoxicated and aggravated driving while intoxicated. An officer stopped a Mercury Sable on I-93 north just south of Exit 16 after the vehicle reportedly passed by the officer at an extremely high rate of speed, according to an arrest report. While speaking with the driver – MacNeil – the officer stated he was “overwhelmed by an odor of an alcoholic beverage coming from his breath,” he reported. MacNeil reportedly stated he was at the Manchester Monarchs game earlier in the evening with a friend, according to the report. When asked how many drinks he consumed, MacNeil allegedly stated, “I had a beer.” After some discussion about whether he lived in Boscawen or Laconia, as well as field sobriety tests, he was arrested.

Garrett W. Halle, 22, of Stone Street in Concord, was arrested on March 6, 2016, on a bench warrant on a theft by unauthorized taking charge, $1,000 cash bail, issued on Feb. 3, 2015, and two receiving stolen property counts from October and November 2015 at the Cash for Gold location on Manchester Street. He was arraigned the next day. In the case of the stolen property charges, a detective noted “suspicious pawns” in the system involving jewelry involving the same person, allegedly Halle. He had been arrested in April and July 2015 on theft and stolen property charges and had a lengthy criminal history. Two of the cases – from March and June 2015 – reportedly involved a family member, who was involved in the jewelry trade. “(The relative) reported that Garrett was addicted to heroin and was an active user,” the detective noted. The detective took pictures of the items and then spoke to the relative who was “very upset” and “could not believe that Garrett had stolen from her again,” according to a court affidavit. The detective then spoke to Halle and he allegedly admitted to stealing the jewelry because he “needed cash.” He was reportedly supposed to attend drug addiction classes but hadn’t started attending them yet, according to the report. The affidavit was filed on Nov. 18, 2015, and Halle was arrested and held last month.
Patrick S. Walsh, 56, a homeless man now located in Concord, was arrested on March 5, 2016, on a bench warrant out of Concord District Court for failing to appear on a resisting arrest or detention charge from three days before, $2,000 cash bail. Walsh was reportedly “slouched over” a table in the Manchester Street Laundromat. He was arrested and arraigned on March 7.
Christopher D. Rothkopp, 33, of Warren Street in Concord, was arrested on March 5, 2016, for driving after revocation or suspension after a traffic stop at North State and Warren streets for having a right headlight out. He was stopped around 2:15 a.m. and after a check, arrested. Rothkopp’s license was revoked in September 2015. He was arraigned last week.
Hawk O. Tucker, 19, a homeless man now located in Concord, was arrested on March 4, 2016, for felony receiving stolen property and operating without a valid license after a traffic stop on North Main Street after police received reports that the vehicle – a Jeep – was stolen. A check of the plate revealed that the vehicle had reportedly been stolen. The driver – Tucker – didn’t have a license. During questioning, Tucker allegedly stated that he didn’t know that the Jeep was stolen. He reportedly stated that he was on the trails off Henniker Street with a friend when a couple in the Jeep offered it to him to drive, according to a court affidavit. “Tucker said he kept the Jeep, knowing it was not his, because he did not want to leave it abandoned out there,” according to the reporting officer. He was arrested and held on $1,000 cash bail.
Gregory Hurst, 46, of Taylor Street in Milford, was arrested on March 4, 2016, on a felony bench warrant. Officers were sent to Cumberland Farms on North Main Street for an “angry and also intoxicated” man who had an active bench warrant. Other officers were sent to there to assist. Hurst reportedly smelled like alcohol and was leaning against a wall, smoking a cigarette, and eating a cookie, according to police. After he was handcuffed, Hurst allegedly “was going through mood swings” and “appeared to be angry.” The warrant was on a falsifying physical evidence felony charge, $1,500 cash bail. During processing, he allegedly refused to cooperate, so he was taken straight to county, according to police.
Zachary J. Black, 23, of Mayflower Drive in Manchester, was arrested on March 4, 2016, on possession of drugs, possession of controlled drugs, and disobeying a traffic control device charges after a traffic stop on Loudon Road in a Subaru Legacy for an illegal U-turn where the drive reportedly “had to maneuver a three point turn in the middle of the west bound travel lanes,” according to an arrest report. The officer allegedly smelled marijuana coming from the vehicle and allegedly handed over a metal grinder with marijuana and a glass smoking pipe with burnt marijuana. He was arrested and arraigned on April 11.
Mark J. Descoteaux, 52, a homeless man now located in Concord, was arrested on March 4, 2016, for driving while intoxicated. At just before midnight on March 3, an officer was sent to the McDonald’s Restaurant on South Main Street for a report of people sleeping in a vehicle that needed to be moved along. The vehicle – a Ford Taurus – had its engine running and there were two people sleeping inside. The officer knocked on the window several times attempting to wake the driver – Descoteaux – up, according to the report. Descoteaux allegedly smelled like alcohol, showed “poor finger dexterity” during interaction with officers, and had difficulty comprehending questions. After a field sobriety test, he was arrested. Descoteaux was scheduled to be arraigned on March 21.
