‘Armed & Dangerous’ Fugitive With ‘Violent Tendencies’ May Be In The Queen City: NH DOC

The NH Department of Corrections is searching for Richard Gary Blais, an attempted armed robber, on a parole violation. Have you seen him?

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a felon with “violent tendencies” who could be “armed and dangerous.”

Richard Gary Blais is white, 39, about 5 feet, 11 inches tall, and weighs around 240 pounds. He has blue eyes and brown hair. Blais has several tattoos, including “Blais” on his left shoulder, “Angela” on his left chest, “Alliyah” on his right chest, and the letters “BMRSMRC” on his back.

The New Hampshire Adult Parole Board issued the warrant for his arrest after he was released from the New Hampshire State Prison for Men in August 2022 after serving time for attempt to commit armed robbery and felon in possession of a firearm. He was accused of absconding from supervision and failing to comply with other parole conditions.

“His last known address was in Manchester, and he is believed to still be in the Manchester area,” an alert from the NH DOC stated.

Blais’ criminal history includes burglary, robbery, theft, resisting arrest, drunken driving, and disorderly conduct convictions, according to the state. He is a felon due to a burglary conviction in August 2006, according to superior court records. Blais was also convicted on a resisting charge connected to the same incident in Manchester in July 2005.

About six years later, he was charged with two counts of unarmed robbery after an incident in November 2012 in Manchester. In August 2013, he pleaded guilty to a single count and received a one- to three-year sentence.

A little less than four years later, Blais was charged with willful concealment in Manchester. In November 2017, he received a two-year sentence with a mandatory minimum of one year, all suspended for five years.

Blais was then charged with controlled drug act out of Manchester in December 2017 and felon in possession of a dangerous weapon and two robbery counts in May 2018. Both cases were rolled into one plea in July 2018. Blais received one three-and-a-half to seven-year sentence, with 75 days served and a $434 fine, all suspended for five years, on the drug charge. He was required to make a $70 restitution payment. On one robbery charge, he received a five- to 10-year sentence, suspended for 10 years. On the weapon possession and second robbery charge, Blais received two three-and-a-half to seven-year sentences, stand committed. He was given the opportunity to enter work release in June 2021.
