ARRESTS: Allenstown Man Faces Felony Theft, Stolen Property Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Gary Parmenter, 61, of Concord, was arrested at 4:55 p.m. on April 8, and charged with driving while intoxicated and transportation of alcohol/open container. An officer was called to the Quality Cash Market on Eastman Street to meet the police chief for a report of a possible DWI. The chief was standing with a male subject next to a Dodge pickup truck in the store’s parking lot. The chief handed over the man’s license to the officer, alleging that he seemed to be impaired. While driving on Mountain Road, the chief alleged that Parmenter was driving erratically and followed the truck to the store. The officer alleged that Parmenter admitted to drinking previously in the afternoon. Another officer reportedly saw a Budweiser on the center console of the truck. Parmenter was arrested and released on personal recognizance bail. He was arraigned on April 29.
  • Ryan Walter Dawes, 25, of Franklin, was arrested at 9:58 p.m. on April 9, and charged with two counts of driving while intoxicated, aggravated driving while intoxicated, and transportation of alcohol/open container. An officer was driving north on North Main Street near Franklin following a black Mercedes SUV that was reportedly traveling slow, around 20 mph, lower than the posted speed limit. At North State and Penacook streets traffic light, the Mercedes driver was in the left hand turn lane and realized he was in the wrong lane. Without using his directional, the man reportedly made a quick change to the right, nearly striking another vehicle. The SUV was pulled over. The driver, Dawes, reportedly couldn’t find his license and the officer alleged that while talking, he smelled of alcohol. “Dawes eyes were bloodshot and he was slurring his speech so I couldn’t understand what he was saying,” the officer alleged. Dawes denied drinking but the officer later noticed a can of High Gravity in the back seat of the car. Another officer arrived at the scene and Dawes was arrested. After a test, the charges against Dawes were elevated to aggravated DWI. He was released on personal recognizance bail and arraigned in April.
  • Barbara Harrington, 48, of Concord, was arrested at 11:25 a.m. on April 21, on a disorderly conduct charge. Officers were called to the Family Dollar on Fisherville Road for a white woman with short red hair who was reportedly causing a disturbance at the Laundromat previously. The officers split up but couldn’t find the woman. Witnesses reported that the woman cross Fisherville Road to McDonald’s Restaurant and almost was hit by several cars and a tractor-trailer truck. The officers found the woman, later identified as Harrington, and spoke with her. She denied there was an incident at the Laundromat but officers alleged that she appeared to be intoxicated. When asked if there was someone who could come and get her, Harrington reportedly said there was, and then handed an officer her phone. Later, Harrington told the officer she was too intoxicated to use the phone, so the officer called her roommate. The roommate, however, would not come and get her. She was then taken into custody. An officer spoke to witnesses at the Laundromat who alleged that incident was about washing some clothes and Harrington allegedly became angry and threw some dryer sheets. Harrington was later charged with disorderly conduct and refused bail. She was arraigned on April 22.
  • Allen Downs, 27, of Allenstown, was arrested at 4:17 p.m. on May 7, and charged with receiving stolen property and theft by deception, both felonies. The case involves an alleged incident at Schnitzer on Sandquist Street, concerning a stolen large tub, valued at $200. Downs turned himself into police. He was held on $10,000 cash bail and arraigned on May 8.
  • Nicholas Callahan, 25, of Weare, was arrested at 1:18 p.m. on May 8, on a theft; from a motor vehicle charge from April 26, at the Walmart on Loudon Road. Police allege that Callahan stole a Craftsman socket set valued at $399, from a Hillsboro man. Callahan turned himself into police and was released on $1,000 personal recognizance bail. He’s due in Concord District Court on June 10.
  • Joshua L. Atkinson, 32, of Concord, was arrested at 3:45 p.m. on May 9, and charged with second-degree assault (personal weapons), a felony, and simple assault (personal weapons), from an alleged incident on Heartwood Lane on May 3. Atkinson turned himself into police. Police reportedly obtained a search warrant for his Verizon phone, which was seized at the time of his arrest. Atkinson was later released on $12,000 personal recognizance bail and is due in court on June 10.
  • Harry A. Farmer III, 25, a homeless man now located in Concord, was arrested at 5:55 a.m. on May 11, and charged with theft by unauthorized taking or transfer and default or breach of bail conditions. Officers were sent to the Shell station on Loudon Road for a report of a theft of cigarettes. A clerk alleged that the man had fled the scene to the Walmart. The officers check the area but couldn’t find the suspect. Later, they found the man, later identified as Farmer. An officer spoke to Farmer for a bit and found out that he was camping in the area and offered a Maine ID to the officer. Another officer picked up the clerk who later ID’d Farmer as the one who allegedly stole the cigarettes. Farmer was arrested and issued a no trespassing letter. He was released on $4,000 personal recognizance bail and is due in court on June 17.
  • Leon P. Sage, 27, of Concord, was arrested at 11:44 a.m. on May 14, and charged with criminal mischief (vandalism), criminal trespass, and a bench warrant. The charges stem from alleged incidents on Dec. 7, 2012, and Jan. 24, at the police station and on Prescott Street. Police allege that Sage destroyed or damaged a rocking chair valued at $100. An officer was sent to the McDonald’s Restaurant on South Main Street for a report that Sage was there. The officer found Sage and spoke to him, and Sage reportedly said that he knew what it was coming. He was arrested. During processing, the officer found out the Sage also had a bench warrant for nonpayment of fines, $695 cash to settle, so that charge was added. Sage was held on $500 cash bail and he was arraigned on May 15.
  • Richard Leonard Heyward, 44, of Concord, was arrested at 10:08 p.m. on May 15, and charged with possession of controlled drugs and possession of drugs. An officer pulled over a vehicle with no front plate drive driving in the northbound lane outside of Capitol Craftsman & Romance Jewelers on North Main Street. When the driver, Heyward, opened the door to respond to the officer, the officer “smelled a strong scene of marijuana” emanating from the vehicle. While talking to the officer about the smell, Heyward allegedly admitted to a joint in a box of Marlboros which was now underneath a car seat. Heyward was arrested. The officer later allegedly found a bag of marijuana buds in a Planters can. Later, Heyward was released on $2,000 personal recognizance bail. He is due in court on June 17.
  • Justin Hanna, 20, of Chichester, was arrested at 5:02 p.m. on May 16, on a criminal mischief (vandalism) charge. An officer was dispatched to Sam’s Club to investigate a domestic dispute. A woman alleged that Hanna, her boyfriend, dropped off her car without any gas. The two began to argue about use of the car and Hanna allegedly became angry and punched the steering wheel “multiple times” and allegedly hit a slice of pizza out of her hand while she was eating. The officer noted that the steering wheel was damaged and there was pizza sauce on the passenger door. Hanna was later taken into custody by Epsom Police and was picked up by the officer at Super Shoes in Chichester. He was charged and later released on $5,000 personal recognizance bail. He’s due in court on June 17.
  • Breanna Fields, 18, of Franklin, was arrested at 1:59 a.m. on May 17, on a theft charge from May 3, at Walmart on Loudon Road. Police allege that Fields stole a 46-inch Samsung television. Video was taken in as evidence. Gilford Police arrested Fields on the Concord warrant. She was later picked up by a Concord officer, charged, and released on $2,000 personal recognizance bail. She is due in court on June 17.
  • Joseph C. Crawford, 22, of Warner, was arrested at 2 a.m. on May 18, and charged with aggravated driving while intoxicated, a felony, possession of drugs, and possession of controlled drugs. Officers were called to North State Street for a motorcycle accident. In the southbound lane, a 1995 Honda was lying up against a fire hydrant with the driver, Crawford, on the side of the road, conscious, but not speaking. Crawford reportedly was not wearing a helmet. Concord Fire and Rescue teams reported that he had a fracture and allegedly smelled like alcohol. Crawford allegedly had swelling on his face and was covered in dirt. He was reportedly unable to open his right eye. A friend of Crawford’s was at the scene but stated she didn’t see him consume any alcohol while at her house earlier. Crawford was transported to Concord Hospital where he was later arrested. Later, an officer reported locating a glass smoking device with burnt marijuana in it inside an open backpack that Crawford had. He was later released on $10,000 personal recognizance bail and is due in court on June 10.
  • Casey Wallace, 20, of Athol, Mass., received a summons at 10:45 a.m. on May 19, on a driving after revocation or suspension charge. An officer reportedly saw a Toyota Solara that was not inspected. Wallace, who reported going to school in Connecticut, stated she was unaware that the car was uninspected. Later, the officer learned that Wallace had driving privileges suspended on May 16. She was also cited for driving the uninspected vehicle and is due in court on July 1.
