ARRESTS: Franklin Man Arrested on DWI, Felony Drug Charges
The following information was supplied by the Concord Police Department. It does not indicate a conviction.

- Alan M. Garceau, 51, of Concord, was arrested at 6:22 p.m. on Feb. 18, and charged with disobeying an officer and false report on an accident. At a little before 5:30 p.m., an officer was dispatched to an accident at McDonald’s Restaurant on Loudon Road for an accident. According to the officer’s report, one party was at the Sunoco phoning in the crash while the other parties were at McDonald’s. A woman calling in the crash alleged that a man driving a Dodge Durango parked at McDonald’s rear-ended her vehicle on Ormond Drive. When the officer went over to the talk to the other parties, they allegedly stated that the Durango was driving on Christian Avenue when another vehicle cut them off and then they rear-ended the woman’s vehicle. Another officer appeared on the scene and together, tried to get the straight story. Later, the woman who was reportedly driving the Durango allegedly admitted that it was Garceau, not her, that was driving at the time of the accident. Garceau allegedly also admitted later that he was driving, reportedly struck the other car when it turned into 7-Eleven. He then drove into McDonald’s. “Garceau did not offer a reason why he lied about driving the vehicle at the time of the crash,” the report stated. He was later arrested and also issued a summons for speeding. Garceau was arraigned on March 18.
- Troy A. Mitchell, 18, of Webster, was arrested at 7:44 a.m. on Feb. 19, on a disorderly conduct charge from Jan. 11, on Community Drive. According to the school resource officer at Merrimack Valley High School, Mitchell was seen standing in the front lobby. The officer knew that there was an active warrant against the former student. Mitchell was arrested without incident. He was arraigned on March 25.
- Kiara R. Santorella, 19, of Concord, was arrested at 8:30 p.m. on Feb. 27, on a driving after revocation or suspension charge. While traveling on South Main Street an officer reportedly observed a vehicle make a quick lane change from left to right without using a signal. The officer followed the vehicle while checking the computer for information about the driver. The system later showed that the owner, Santorella, had a license suspension. She was pulled over at North Main and Park streets. The officer realized he had previously pulled her over on Feb. 7, for an operating after suspension and operating on a suspended registration. According to NH DMV, the license was reinstated but suspended again on Feb. 26, for failure to appear. Santorella was arrested and later released on $1,000 personal recognizance bail. She is due to be arraigned on March 11.
- Patrick A. Rerrie, 35, of Franklin, was arrested at 12:41 a.m. on March 2, and charged with driving while intoxicated, as well as two felony counts of possession of controlled drugs. An officer on a call at the Beijing & Tokyo Restaurant was tipped off that there was a person passed out behind the wheel of a Jeep parked in the lot of the Tedeschi Store on South Main Street. The officer arrived at the scene and allegedly saw Rerrie “slumped over toward his left side and the window” on the driver’s side position of the Jeep while its engine was running. The officer reportedly knocked at the window and woke Rerrie up. Rerrie allegedly told the officer that he was “extremely tired” since he had just had his child. The officer alleged that Rerrie’s “eyes were extremely blood shot and his pupils seemed to be small for the dark conditions at the time.” His speech was “very slurred and slow,” the officer alleged. After more interaction with the officer, he believed that Rerrie was “impaired by some form of narcotic” and he was arrested. According to the report, Rerrie reportedly told the officer he had suboxone in a Tic-Tac container in his pocket. The officer allegedly found three and half round white pills and another peach colored pill later identified as Alprazolam (Xanax). “Rerrie later admitted to me that he did not have a prescription for these medications and (that) he was using them in a self-medicating attempt to treat his addiction to opiates,” the officer alleged. Rerrie was later released on $2,000 personal recognizance bail and was arraigned in court on March 18.
- Angelique T. Duhaime, 25, of Concord, was arrested at 5:45 p.m. on March 4, on a theft charge.
- Deneka M. Chamberland, 23, of Concord, was arrested at 5:45 p.m. on March 4, on a theft charge. An officer was sent to Sears on Loudon Road for a report of two shoplifters in custody. The officer spoke to the loss prevention employee who had the two women in custody. The officer spoke to the women and they both allegedly admitted to stealing items. Duhaime allegedly took three sets of earrings, a bracelet, and shirts, valued at about $110. Chamberland allegedly took two shirts valued at $56. The loss prevention employee alleged that she watched the two women select items, enter the dressing room, but exiting the dressing room without the items. The employees went into the room to check for the items but couldn’t find them. Chamberland reportedly had her 14-month son with her and she brought him into a changing room when she put the items into her purse, according to the employee. The two women reportedly left the store without paying for anything. Duhaime also allegedly admitted to stealing items from JC Penny, Bon Ton, and Claire’s. Those items were brought back to the store but none wanted to file charges, according to the report. Bail was set at $1,000 personal recognizance bail for both of them and they are due in court on April 8.
- Melissa Gerardi, 19, of Durham, CT, was charged with unlawful possession of alcohol at 10:15 a.m. on March 10. According to a report, officers were sent to Concord Hospital for a report that a teenager from New England College had been brought in to the hospital around 6:30 a.m. Gerardi, according to the report, told officers that she had been drinking Barcadi in her dorm room the night before. She did not have her cellphone and was unable to get a ride back to school after being treated. An officer called NEC security and they were reportedly unable to assist. She was later issued a summons and is due to be arraigned on April 15.
- Keith A. Dulin, 27, of Monson, Mass., was arrested at 9:55 a.m. on March 12, and charged with operating without a valid license and conduct after an accident. He was also given a summons for moving a vehicle. While parked behind the First Colebrook Bank on Pembroke Road, a woman spoke to an officer about an accident she was just involved in. She alleged that a red Subaru had struck her vehicle and fled the scene on Airport Road. The officer called in the information about the Subaru and observed the damage to the left front fender and the front door. Later, the Subaru was stopped on Loudon Road near Main Street. The first officer went to speak to the driver of the Subaru, Dulin, who reportedly said he didn’t realize he had struck the other vehicle. The damage on the Subaru was consistent with the damage to the other vehicle, the officer alleged. While checking Dulin’s license, it was expired as of March 6. He was arrested and later released on $2,000 personal recognizance bail. Dulin is due in court on April 15. A witness also came forward to describe the incident to police.
- Brian Joseph Doyle, 45, a homeless man in Concord, was arrested at 7:20 p.m. on March 13, and charged with default or breach of bail conditions and a bench warrant. An officer was dispatch to the N.H. State Liquor Store on Storrs Street for a report of a man stumbling around the parking lot. The officer reportedly found the man matching the description with four other individuals outside of the Market Basket. As the officer parked the cruiser, the man reportedly began to leave the area but had a hard time keeping his balance. The officer met up with the man, Doyle, and recognized him from a previous arrest. A check of Doyle yielded a bench warrant from the Concord District Court from March 1, on a speeding charge, with $645 cash to settle. He was arrested. Later, the officer found out that Doyle was due in court on Feb. 4, on a simple assault charge from December 31, 2012. Doyle refused bail and was arraigned on March 14.
- Cassandra B. George, 20, of Barrington, was arrested at 7:55 p.m. on March 14, on two bench warrants. According to an arrest report, George turned herself into police at the headquarters. The warrants were for sale of a controlled drug, a felony, a $635 cash to settle nonpayment of fine on a reckless operation charge out of Sixth Circuit District Division Court from Oct. 30, 2012, and a $385 cash to settle nonpayment of fine from a driving after revocation or suspension charge from Dec. 19, 2012, from Sixth Circuit District Division Court. The drug charge stems from an alleged incident on Oct. 24, 2012, involving 15.2 grams of marijuana allegedly sold on Village Street in Penacook. Audio evidence was gathered in the case, according to a report. George was released on $7,000 personal recognizance bail and will be arraigned on April 15.
- James Richardson, 61, of Pembroke, was arrested at 10:30 a.m. on March 15, on a driving while intoxicated charge. An officer was sent to the U.S. Department of Transportation office on Commercial Street for a report of a man disputing the suspension of his commercial driver’s license. Dispatch reported that the man was intoxicated, depressed, and sitting in the lobby. Upon arrival, the officer spoke with the reporting witness who alleged that Richardson was upset that his license had not been restored and he couldn’t work, but also appeared to be intoxicated. The witness told the officer that Richardson allegedly admitted to having a single beer and later, when pressed, added, a “few.” The officer then spoke to Richardson, who allegedly admitted to driving to the officer but said he would call to get a ride home. “While talking with Richardson, I noticed that his speech was slurred and his mouth appeared to be dry,” the officer alleged. “His eyes (were) red and glazed over.” Another officer arrived at the scene and after talking with Richardson about how he got to the officer and checking out his truck, he was charged. Richardson was later released to his daughter, on $1,500 personal recognizance, and will be arraigned on April 1.
- Robert Lloyd Dunlap, 19, of Manchester, was arrested at 6:35 a.m. on March 16, on a bench warrant. Dunlap turned himself into police headquarters, noting that he learned about the warrant while serving in his diversion program earlier in the week. The charge was a nonappearance in court on March 8, from an original charge of possession of controlled drugs. Dunlap was released on $4,000 personal recognizance bail.
- Mark Arroll Lufkin, 39, a homeless man now located in Concord, was arrested at 1:10 a.m. on March 17, on a bench warrant. An officer was called to the Vegas Block Apartments on North Main Street for a disturbance. Upon arrival at the apartment in question, the officer reported that no one in the apartment wanted to press charges about the disturbance. One of those involved in the incident was Lufkin who reportedly had warrant for his arrest from the Concord District Court on a simple assault charge with a $385 cash to settle payment required. He was arrested and later, released on $500 personal recognizance bail. Lufkin was then transported to Concord Hospital for a medical clearance and later, transported to the Merrimack County House of Correction and held because he was intoxicated. He was arraigned on March 25.
- Brittany Marilyn Reed, 21, of Manchester, was arrested at 1:14 p.m. on March 19, on a bench warrant. An officer was called to an accident outside of the Blockbuster Video on Storrs Street. During interaction with the individuals, it was revealed that Reed has a bench warrant out of Concord District Court for nonpayment of fines with $385 cash to settle. Reed was reportedly cooperative during the booking process and later, was able to arrange for the cash to settle the warrant and was later released.
- Kaitlin E. Cook, 23, a homeless woman now located in Alton, was arrested at 6:50 a.m. on March 20, on two counts of receiving stolen property, one a felony, from Oct. 12, 2012, and Oct. 16, 2012. The charges stem from alleged incidents at the Dunkin’ Donuts on South Main Street and the Cash for Gold on Manchester Street. The alleged victims in the case were an elderly man and woman from Goffstown. As evidence, officers seized two backpacks, a Sony Vaio laptop, jewelry, coins, and a Carl Yastrzemski baseball card, all valued at more than $2,500. Cook was picked up by the Alton Police Department on the warrant. She participated in an interview with the officer about he charges and was later released on $12,000 personal recognizance bail. She will be arraigned on April 28.
- Helen C. Bibbo, 39, of Concord, was arrested at 6:07 a.m. on March 21, on two felony counts of possession of controlled drugs. The arrest stems from an incident at Concord Hospital on Oct. 28, 2012, allegedly involving .45 grams of cocaine, heroin, a spoon and baggie with residue, a cotton swab with residue, and a syringe. An officer was sent to the Goffstown Women’s Prison to serve a warrant to Bibbo on the charges. She refused bail and was arraigned on March 21.
