ARRESTS: Loudon Woman Charged with DWI, Drugs In Concord
The Concord Police Department supplied the following information. It does not indicate a conviction.

Lori A. Marden, 27, of Concord, was arrested at 5:56 a.m. on March 24, on a driving after revocation or suspension charge. While monitoring traffic on Canal and MacCoy streets, an officer saw a Honda Civic drive by without its headlines on. The vehicle was pulled over and the operator, Marden, was asked for her license. She reportedly said she didn’t have it with her. Dispatch advised that her license was suspended on Jan. 3, for default of court summons, and she was arrested. She was arraigned on March 31.
Cea Marie Genest, 37, of Center Barnstead, was arrested at 7:10 a.m. on March 24, on a felony warrant out of Merrimack Superior Court on Feb. 6, for nonappearance in court with $226.88, cash to settle. She was arraigned later in the day.
Vincent Soltani, 17, of Epsom, was arrested at 1:51 p.m. on March 24, and charged with theft of lost or mislaid property, possession of prescription drugs without a prescription, and default or breach of bail conditions. The charges stemmed from alleged incidents at an apartment on Fisherville Road on Jan. 7. Soltani turned himself in to police and was arraigned on April 28.

Roy Aikens, 51, a homeless man now located in Concord, was arrested at 4:40 p.m. on March 24, on criminal trespass and default or breach of bail conditions charges. An officer was dispatched to North Main Street for a report of a man approaching people in the parking lot of the TD Bank asking them for money. The staff reportedly asked him to leave several times but he refused. A bank employee also handed the man, later identified as Aikens, a new no trespass letter. “(The employee) stated that Aikens looked at the letter, crumpled it up and dropped it on the ground,” the officer reported. Another witness reported the same thing. The officer ran into Aikens crossing Centre Street on North Main Street. A watch commander informed the officer that Akiens had been told in January 2014 not to be on the bank property. The officer allegedly smelled alcohol on Aikens and he was arrested and held without bail. During a trip to jail, the officer alleged that Aikens “yelled at me that he would return to Concord and that he would return ‘with vengeance.’”
Kaili Maria Pierce, 25, a homeless woman now located in Concord, was arrested at 10:59 p.m. on March 24, on a felony burglary charge from March 6. Officers were called to Fisherville Road for a domestic between a couple. Dispatch advised officers that Pierce, one of the parties, had an active warrant. The argument, in turned out, was only verbal, but Pierce was arrested on the warrant. She refused bail and was arraigned on March 25.

Melissa A. Devine, 21, of Loudon, was arrested at 1:46 a.m. on March 25, and charged with driving while intoxicated, possession of drugs, and possession of controlled drugs. An officer on Storrs Street saw a Saturn sedan run a red light at the intersection with Pleasant Street extension and “accelerated quickly” from the area. Later, at North Main and Storrs streets, the sedan reportedly made a wide left turn crossing the fog line without using a directional. The vehicle was pulled over. While approaching the vehicle to speak with the driver, Devine, the officer allegedly smelled alcohol and marijuana coming from the vehicle. The officer alleged that Devine had no problem handing over her license but couldn’t find the car’s registration and stated she and a friend were at The Draft earlier in the evening. “Devine’s movement appeared to be slow and delayed,” the officer alleged, adding that she was slurring her speech. She agreed to field sobriety tests and was arrested. While conducting an inventory of the vehicle, another officer allegedly found a glass smoking device with marijuana in it, a metal grinder, and a baggie of marijuana in her purse. Devine was arraigned on April 7.
Garrett M. Tupman, 27, of Concord, was arrested at 4:25 a.m. on March 25, and charged with driving after revocation or suspension, driving without giving proof, and unauthorized use of a propelled vehicle. An officer was sent to a report of a man sleeping in a car in the parking lot of the Cumberland Farms on North Main Street. Upon arrival, the officer saw the car running with a man in the driver’s seat. The officer woke up the man, Tupman, who reportedly said he was waiting for his girlfriend to arrive to bring him home. Tupman passed field sobriety tests but dispatch reported that his license was suspended and he was arrested. He was arraigned on May 5.
Kurt Leuschner, 31, of Hillsboro, was arrested at 12:50 p.m. on March 25, and charged with three counts of contributing to the delinquency of a minor and attempt to commit burglary, a felony. The charges stem from an alleged incident at the Capital Farms on Broadway on March 16. He turned himself in to police and refused bail. Leuschner was arraigned on March 26.
Cory James Sweatt, 26, of Concord, was arrested at 5 p.m. on March 26, on a warrant and an operating without a valid license charge. An officer was sent to meet with an off-duty state trooper at the Hannaford on Fort Eddy Road for a suspicious activity call involving a Cadillac. The officer caught up with the vehicle on Loudon Road and stopped it heading into the parking lot of the Morning Star Apartments. The driver, Sweatt, had an active warrant from the New Hampshire Probation and Parole Department. He was also driving with a license that expired in August 2013. He was arrested and transported to prison.
Jessica Marie Banville, 30, of Concord, was arrested at 3:39 p.m. on March 27, on a warrant out of Hooksett District Court from Jan. 3, for nonappearance in court on a hindering apprehension charge. Banville was arrested at the Hess gas station on North Main Street after police were called there for a report of a fight. She was arraigned on April 23.
Richard Wibel, 66, of Concord, was arrested at 3:50 p.m. on March 27, and charged with two counts of disorderly conduct and one count of criminal trespass from Jan. 30, and Jan. 31, at the TD Bank, Merrimack County Savings Bank, and Citizens Bank locations on North Main Street. Officers ran into Wibel at the intersection of Centre and Rumford streets and arrested him. He is due in court on May 12.
Jodi Lynn Bye, 42, of Concord, was arrested at 8:10 p.m. on March 27, on a warrant out of Concord District Court from Jan. 17, on an operating after suspension charge. An officer was sent to Walker Street to follow-up with a vehicle that was involved in an accident. The driver, Bye, the officer later found out, had a warrant and she was arrested. She was arraigned on April 14.
Lance William Ramey, 33, of Claremont, was arrested at 8:40 p.m. on March 27, a receiving stolen property charge from Jan. 2, at Phoenix Precast on Regional Drive. Claremont Police arrested Ramey and a Concord officer went to pick him up. He was arraigned on May 5.
