ARRESTS: Spitting at Cop Twice Lands Intoxicated Homeless Man in Jail

The Concord Police Department supplied the following information. It does not indicate a conviction.

Stephanie Serena, 29, of Concord, was arrested at 10:52 a.m. on May 2, on a bench warrant. Serena turned herself in to police on a Newport District Court warrant from April 4, for theft by deception, $644.66 cash to settle.

Chantelle M. Harris, 22, of Andover, was arrested at 3:25 p.m. on May 2, on a bench warrant. Harris turned herself on a warrant from Jan. 11, 2013, out of Laconia District Court on a license charge, $124 cash to settle.

Barbara Grigas, 62, of Bow, was arrested at 6:55 p.m. on May 2, on a driving after revocation or suspension charge. While heading back to the station with a found bicycle, an officer noticed a vehicle without a rear license plate and stopped the vehicle on Downing Street. The driver, Grigas, reportedly didn’t have her purse or license. A check of the vehicle yielded no registration and a check of her license revealed that it was suspended in February 2011 for DWI, second offense. Grigas was arrested and had a court date on June 2.

Richard Stebbins, 50, a homeless man now located in Concord, was arrested at 9:55 a.m. on May 3, on attempting to commit simple assault and resisting arrest or detention charges. Officers were sent to Concord Hospital to take Stebbins into protective custody, due to his “level of intoxication,” however he was allegedly refused to get dressed to leave. Stebbins eventually got dressed but “glared” at one of the officers who was trying to cuff him. Stebbins allegedly pulled his hands away from the officer but they were able to later get control of him on the floor of the room. Stebbins reportedly requested bail and the commissioner set the bail at $1,000 cash. “I began to fill out the transport order on Mr. Stebbins when I heard him clear his throat,” the reporting officer alleged. “As I looked in his direction he (spat at me).” The officer alleged that Stebbins tried to spit on him a second time, so he called for backup. Stebbins was then transported to the Merrimack County House of Correction while allegedly continuing to taunt and insult the officer with racial slurs and threats.

Joshua James Albert, 33, a homeless man now located in Concord, was arrested at 6:37 p.m. on May 3, on two bench warrants. The warrants were out of Candia District Court, $500 cash to settle, from March 21, for failing to appear on a misdemeanor operating after revocation charge, and Concord District Court on March 26, for failing to appear on a possession of drugs charge. Albert refused bail and was held. He was arraigned on May 5.

Philip Allen Mexcur, 26, of Laconia, was arrested at 7:25 a.m. on May 4, and charged with driving after revocation or suspension and a bench warrant. Gregory James Davies, 30, of Windsor, was arrested at 7:20 a.m. on May 4, on a warrant. Mexcur was stopped outside the Circle K Irving on Loudon Road after an officer saw him driving a 2001 Ford Focus with expired registration stickers. After the stop, Mexcur allegedly told the officer he thought he had 10 days. The officer explained that the 10-day grace period was for inspections, not registration. A check of his license revealed that it was suspended on May 3, according to DMV, for refusal of the implied consent law. He was also wanted out of Hooksett District Court from May 1, for nonappearance in court on an operating without a valid license charge. He was arrested and had court dates earlier this month. Davies, a passenger in the car, had a warrant out of Hillsboro. He was arrested and later transported to Henniker.

Kevin Michael Kelly, 46, of Contoocook, was arrested at 11:50 a.m. on May 4, on criminal mischief and unlawful possession of alcohol charges. Officers were called to Broad Cove Drive and West Parish Road, near the hiking trails, for a report of a theft. They made contact with a resident whose car had a side rear window that was smashed and a rock beside the vehicle. The man alleged that when he got back to his car, he saw Kelly allegedly “peering into the passenger side rear window,” according to the reporting officer. The other officer spoke with Kelly who allegedly admitted to smashing the car window because “he was drunk, didn’t have a job, and needed money.” Kelly was arrested and taken to headquarters. During processing, Kelly reportedly “was extremely unsteady on his feet, swaying and losing his balance,” and later, “unexpectedly threw himself to the floor and began breathing heavily.” Fire and rescue teams were called in to assist. Later, Kelly alleged stated, “F--k you guys, you guys are a bunch of ---holes, just take me to County,” and that’s what the officers did. He was arraigned on May 5.

Jeremy James Oliver, 19, of Concord, was arrested at 5:52 p.m. on May 4, on a simple assault charge. Police responded to Theatre Street for a domestic assault. The involved parties, according to the caller, were in a Dodge Charger parked in one of the lots, screaming at each other. The officer attempted to separate the parties but Oliver allegedly wouldn’t leave the vehicle. He later, however, complied, and the officer alleged that he was wearing a knife and removed it and placed it in the trunk of the car. Oliver alleged that they had been arguing about where to have dinner because she was making him chose where to go. When asked if it got physical, Oliver allegedly stated that they were both pushing each other. The woman stated that Oliver said she couldn’t have a cigarette but then went to smoke one, and she tried to hit it out of his hand. He then allegedly pushed her in the stomach. The reporting officer alleged that the two began to downplay the incident and Oliver was arrested. He was arraigned on June 2.

Timothy David Chaput, 28, of Allenstown, was arrested at 12:18 a.m. on May 5, possession of drugs and possession of controlled drugs. Officers were sent to the Dunkin’ Donuts on South Main Street for an alarm activation just before midnight on May 4, and later learned from witnesses that it was burglarized and a silver hatchback had fled the scene. About 15 minutes later, a patrol officer reportedly saw a vehicle matching the description pass by on South Main Street. The officer pulled the vehicle, a 2003 Toyota Matrix, over and spoke to the driver, Chaput. The officer alleged that the vehicle smelled like marijuana. He was asked to get out of the car for a pat down and a pipe was allegedly found in his jacket and he was arrested. Chaput had a court date on June 2.

Margaret R. Cowherd, 53, of Concord, was arrested at 2:04 a.m. on May 5, and charged with disorderly conduct and two counts of criminal threatening. Police were called to the Vegas Block Apartment Building on North Main Street for a woman screaming inside her apartment. The woman, Cowherd, dispatch warned, also had warrants from April 24, at Concord Hospital walk-in care on Commercial Street. A sergeant and two officers went to the apartment and could clearly hear the woman “yelling and screaming” to someone on a telephone. “Her conversation did not make too much sense,” the officer wrote, and figured that might be other issues. Police knocked on the door but the woman refused to answer. Eventually, she opened the door after several minutes, appearing topless, and demanding a search warrant, according to the report. The police tried to speak with her but she allegedly became “more irate” and they arrested her on the warrant. She refused bail and was arraigned on May 5.

Jasmine C. Bourdeau, 35, of Loudon, was arrested at 8 p.m. on May 9, on a warrant out of Concord District Court on May 8, on a theft by unauthorized taking charge for nonappearance in court. She’s due in court on June 16.
