ARRESTS: Teen Allegedly Assaults Mom for Drug Money

Pierce Makuen Osgood, 17, of Concord, was arrested at 3:05 p.m. on Dec. 1, 2013, and charged with simple assault (personal weapons) and reckless conduct; place another in danger. An officer was called to headquarters to take a report from the mother who alleged her teenage daughter assaulted her because she wouldn’t give her money that the woman thought would be used for drugs. The mother reported that after picking her up daughter from a local recovery center, the two went to buy groceries. While driving home from the store, Osgood allegedly demanded all the mother's money or she would punch her in the face. Osgood then allegedly became "verbally aggressive" and grabbed the wheel while the mother was driving on Warren Street. The mother pulled over so she wouldn’t crash the car and attempted to flee the vehicle when Osgood allegedly grabbed a hold of her and began pulling her back into the car. The mother was able to get away and ran down Warren Street while Osgood “chased her, striking and grabbing at (the mother) and demanding her to take out all of her money,” according to court documents. After the mother called police, Osgood left. Police located Osgood at the car. An officer stated that Osgood “told him she was waiting for her mother to return to the car with some money for her.” The officer also alleged that Osgood admitted to assaulting her mother. She was taken into custody and held without bail.
Codi Michael Labrecque, 21, of Boscawen, was arrested at 3:49 p.m. on Dec. 2, 2013, and charged with bail jumping and default or breach of bail conditions. On the morning of Nov. 5, an off-duty officer was at Concord District Court for a case involving Labrecque, who then allegedly failed to appear. Labrecque was arrested on Aug. 7, 2013, on driving charges and a bench warrant. An arrest report was issued on Nov. 21 and Labrecque was apprehended.
Michael J. Harper, 45, of Concord, was arrested a 4:28 p.m. on Dec. 4, 2013, on 10 felony forgery charges. The charges stem from alleged incidents between Nov. 15, 2012, and March 7, 2013, at the Bank of New Hampshire on North Main Street and Triangle Park Drive as well as a residence on Pleasant Street. The alleged victim was an elderly Boscawen man and involved about $640. Harper was being held in the Cheshire County Jail on other charges when charged. He was arraigned on Dec. 5. Both the victim and his son came to police about the case concerning checks that were allegedly made out to Harper in various amounts. Harper, according to a court document, was the father of the victim’s grandchildren and some of the checks had memos on them which looked as if the checks were written to the children or for their benefit. The officer in the case began speaking to Harper in March. He allegedly admitted cashing the checks, Harper said, with the grandfather's permission, to buy food for his kids. In all, 10 checks were cashed, all reportedly stolen by the victim. On July 29, a warrant was taken out for Harper’s arrest. He was later charged.

Frederick E. Estes III, 45, a homeless man now located in Concord, was arrested at 12:58 a.m. on Dec. 5, 2013, on a bench warrant. Officers were called to North Main and Chapel streets to investigate why there were three men hanging around in the area. The three allegedly refused to identify themselves, saying they were doing nothing wrong, and police cleared the scene. An officer thought he recognized one as Estes and ran a check on him while they walked away from the area. Dispatch later came back with a warrant for Estes issued on Oct. 2, for nonpayment of fines out of Concord District Court, $446 cash to settle, on a driving after revocation or suspension charge. Estes was arrested and later released. He had a court date on Dec. 30.
Michelle Madeline Bean, 27, of Concord, was arrested at 5:40 p.m. on Dec. 5, 2013, on warrant. Officers were called to Canton Circle to arrest Bean for the Boscawen Police Department, on five counts of endangering the welfare of a minor. She was later transported to Boscawen.

Elizabeth C. Martin, 26, of Penacook, was arrested at 6:26 p.m. on Dec. 5, 2013, on a bench warrant. Martin was wanted for nonpayment of a $267.48 fine from Concord District Court on Oct. 25. She reported to police headquarters, was arrested, and released. Martin had a court date on Dec. 30.
Todd Farr, 27, of Concord, was arrested at 6:45 a.m. on Dec. 6, 2013, on a warrant. An officer stopped a vehicle on Rumford Street and during the stop, dispatch advised that the owner, Farr, was wanted by Portsmouth Police on a conduct after an accident warrant on Nov. 27. He was arrested and later, transferred to Lee for an exchange with Portsmouth Police.
Jeffrey T. Harvey, 28, of Manchester, was arrested at 11:20 a.m. on Dec. 6, 2013, and charged with theft and receiving stolen property. The charges stem from alleged incidents at the Salvation Army on Sheep Davis Road and the Cash for Gold location on Manchester Street on Sept. 20. Harvey turned himself in to police. He’s due in court on Jan. 13.
Evan Hlasny, 27, of Laconia, was arrested at 2:06 p.m. on Dec. 6, 2013, and charged with disorderly conduct and criminal mischief (vandalism). Officers were called to Concord Hospital on Pleasant Street for an out of control patient. The officers, along with hospital security, attempted to restrain Hlasny and after a long struggle, were able to place him in restraints. The security officers told police that Hlasny allegedly “became combative” when he could not lock the bathroom door in his room. He then exited his room, allegedly slammed a medical cart in a hallway into a window and ripped a phone from the wall. Witness statements were taken and Hlasny was arrested and charged. He was released on personal recognizance bail and is due in court on Jan. 27.
Connor Scott Hill, 20, of Bow, was arrested at 10:17 a.m. on Dec. 8, 2013, on a driving after revocation or suspension charge. An officer running radar from the Tracy Banks Saab parking lot on Manchester Street observed a Volkswagen Jetta drive by with no front license plate. The officer followed the car and pulled it over at the Concord Racquet Club parking lot on Garvin Falls Road. The driver, Hill, reportedly did not have his license and couldn’t find his registration. Hill gave the officer the last four digits of his Social Security number but it turned out not to match his name. The officer found out from dispatch that Hill lost his license on March 9, for indefinite suspension original license. Hill allegedly admitted to not knowing his SSI number and said he never received notification from the DMV about the suspension. He was arrested and had a court date on Jan. 6. He was also given warnings for misuse of plates and change of address-license.
