Biden in Concord, Manchester on Wednesday
The VP will appear at the Rudman Center, Manchester Community College; unsure of a future presidential run; expect added security.

Vice President Joe Biden will be in the Granite State on Feb. 25, 2015, fueling speculation that he may launch a third campaign for president next year.
The Democrat will be in Concord to receive the Warren B. Rudman Award for Distinguished Public Service at the Rudman Center at the UNH School of Law, which is probably why city crews closed streets around the school to clear snow today.
Later in the afternoon, Biden will be at Manchester Community College to participate in a roundtable discussion “to highlight the importance of helping more Americans go to college and get the skills they need to succeed in the workforce,” according to a press statement sent out by the college.

Expect added security measures in and around both locations during the day tomorrow.
The trip to New Hampshire, and previous trips to South Carolina, another early primary state, is raising speculation that Biden may be a future first-in-the-nation presidential primary candidate, according to the Wall Street Journal. A former U.S. Senator from Delaware, Biden ran in 1988 but his candidacy was derailed after he was caught plagiarizing a speech by British Labor Party leader Neil Kinnock. He ran again in 2008 but fared poorly, dropping out after the Iowa Caucuses, without securing a single delegate. Biden was later picked by then-nominee Barack Obama to be his running mate and was elected in 2008 and 2012.

So far, no Democrats have officially announced they are seeking the nomination even though the first-in-the-nation primary is less than a year away. Some potential candidates – like VT Sen. Bernie Sanders – have visited the state. There is also a very active Draft Warren effort in New Hampshire, attempting to get the Senator from Massachusetts to run even though she has indicated that she‘s not interested in running. Most candidates to be waiting for a presumed candidacy announcement from former Secretary of State Hillary Clinton.
