Concord Man Arrested for Second DWI

Concord Police: Jeffrey Saltmarsh was arrested on North Main Street after police were tipped off about a possible truck with a drunk driver.

CONCORD, NH — A local man is scheduled to be in court in two weeks on drunk driving charges, according to police. Jeffrey D. Saltmarsh, 52, of Manchester Street in Concord, was arrested at 8:15 p.m. on Oct. 11, 2016, for two counts of driving while intoxicated, driving while intoxicated-second offense, aggravated driving while intoxicated, and operating without a valid license.

According to police, at around 7:30 p.m., officers were sent to Depot Street for a report of a possible drunk driver. A female tipster reported that an intoxicated woman was driving a large brown pickup truck. Another officer in the area met with the tipster while the first officer searched the area.

While on North Main Street a bit later, the reporting officer saw the truck pull into a space in front of The Works Café while not using a signal. He reportedly saw the rear driver’s side door open and then heard a woman yell at another woman, “Get in the f------ truck!” The person jumped in and then the truck left the area.

The officer followed the vehicle and alleged that it was “bouncing” from the dotted line on its left to the solid line on its right without crossing the lines about four times and the vehicle was pulled over in front of the Gaslighter Restaurant on North Main Street.

“The vehicle drove its right tires up onto the curbing and the vehicle shook from the impact with the curbing,” the officer alleged. “The vehicle stopped for a moment and then pulled back onto N. Main St. and continued north as I was approaching it. I turned on my siren and the vehicle pulled over on N. Main St. at the parking lot across from the Speedway Gas Station.”

According to the officer, there were four people in the car – Saltmarsh, two women, and a boy, who was wearing a seatbelt.

One of the women was questioned and was allegedly intoxicated, slurring her words heavily, according to the officer. When asked if she was driving, as the tipster had suggested, she reportedly denied that she was.

Saltmarsh handed over an expired driver’s license and registration, “without issue,” the officer reported, but was allegedly slurring his words and had red, glossy eyes. He reportedly stated he had two beers but the officer stated in the report that he had a “strong odor of alcohol” coming from his mouth.

After a field sobriety test, Saltmarsh was arrested.

Before the pickup was towed, the second officer stated that there was a cooler, full of ice, in the pickup truck with a number of closed beers and approximately 10 empty cans of beer, according to the report.

During processing, the reporting officer learned that Saltmarsh was convicted of drunk driving in Hooksett District Court in November 2014, so more charges were added to his docket.

He is due in court on Nov. 14.
