Concord Man Arrested Twice in Five Days
John Foote faces breach of bail charges later this month after being charged with threatening neighbors with a knife.

An elderly man arrested last month for allegedly brandishing a knife while yelling at his neighbors faces more charges after being arrested twice late last month, according to documents.
John M. Foote, 74, of Conant Drive in Concord, was arrested at 5:25 p.m. on May 22, 2015, and again at 5:10 p.m. on May 27, 2015, on three counts of default or breach of bail conditions.

In the first incident, officers were sent to Conant Drive for a welfare check call and an active warrant.
When they arrived, they encountered Foote sitting at his kitchen table allegedly in front of a bottle of Jim Bean wearing only a shirt and no pants, according to the report. The officers advised him to put on his pants and that there was a warrant for his arrest but he allegedly refused to get dressed. The reporting officer alleged that he smelled like alcohol and that his bail conditions from May 8, 2015, required that he not drink any alcohol.

“After several minutes of trying to get Foote to dress, with negative results, I advised Foote again that he was under arrest, raised him from his chair and placed him into handcuffs,” the officer wrote. “I then asked Foote if he would allow us to place his pants on. He again refused. We removed Foote from the house without his pants.”
Once in the cruiser, Foote reportedly allowed the officer to dress him.

In the second incident, at nearly the same time five days later, an officer was sent to Concord Hospital to take custody of Foote after he received medical attention to a previous injury.
The officer alleged that he was “very unsteady on his feet” while being released and while being brought into headquarters. Foote reportedly fell while walking up the ramp and police headquarters but stated that he was not injured during the fall, according to the report. Later, during an interview, the officer determined that Foote had allegedly breached bail again and he was charged.
