In the first arrest, officers were sent to the Concord Arts Center on Thorndike Street for a report of a man on the ground screaming.
When the first officers arrived, they asked the man on the ground what he was doing. The man yelled, “Punch him in the face,” at the female officer. When asked again, he reportedly yelled, “F--- you b----,” according to the court affidavit.

“I could smell the odor of an alcoholic beverage on his breath,” the officer alleged. “His eyes were red and half open. The individual was slurring his words and was difficult to understand.”
The individual sat up and then started to stand up and it was suggested that he stay seated. The man began to mumble and then allegedly reached for the officer. The officer requested that he stay seated and suggested that they were going to cuff him for everyone’s protection. At first, he wouldn’t put his hands behind his back, but later did, according to the report.
Officers tried to figure out his name repeatedly but he wouldn’t say. Eventually he identified himself as Nadeau and when asked if he was of age, he stated, “Yes.” However, dispatch said he was 20, and the officer placed him under arrested on an alcohol charge and resisting. While trying to lead Nadeau to a cruiser, he allegedly kicked the female officer in the shin. He was eventually placed in the cruiser and transported.
“Nadeau struggled with us all the way through the station,” the reporting officer alleged. “In the elevator Nadeau kicked back with his leg striking me in the right shin.”
Nadeau allegedly continued to swear at officers, attempted to kick at them, struck a third officer, and struggled with police, according to the report, so he was held without bail.
Second incident
Ten days later, officers were dispatched to Thorndike and South State streets for a possible drug overdose.
Concord Fire and Rescue teams were also heading to the area as dispatchers tried to narrow down the exact location of the man. They were advised that the individual who might be overdosing was Nadeau, according to the report, since it was a family member who was making the allegation.
The first two officers arriving saw a white male running north on South Spring Street. The man stopped when another officer and sergeant arrived from the other side of the street.
“I give up,” he allegedly told one officer before sitting down on a street curb.
When questioned, Nadeau allegedly first stated that he was out for a jog, but didn’t have an answer for why he almost ran into a vehicle and wouldn’t stop for police. Officers alleged that Nadeau stated was watching two minors at the time and left them unattended in an apartment. He was allegedly “agitated,” smelled like alcohol, and had red, glossy eyes. He allegedly kept saying that he just wanted to sit at home and watch his movie, according to police.
When asked how old he was, Nadeau reportedly stated that he would turn 21 later that week. He allegedly denied drinking, “became more agitated” and refused to cooperate or keep his hands where the officer could see them, so he was handcuffed.
The relative who made the initial call alleged receiving a phone call from Nadeau who advised that he had taken more than 20 prescription pills and suboxone, so the family member called police. EMTs later cleared Nadeau while the other officers spoke to the minors and tried to contact their parents.
They also spoke to the person who was the primary resident of the apartment. She stated that she was helping Nadeau out and thought he was sober. Later, she told officers that there were prescriptions missing from the residence, according to the report. All of the meds, she alleged, were there earlier in the day. Police also arrested Nadeau due to his alleged intoxication.
Back at the station, Nadeau allegedly wouldn’t walk straight and acted in a “hostile and aggressive manner,” according to an arrest report. In his cell, he reportedly took off his shoes, socks, and shirt, threw them on the ground, and began yelling at officers. Nadeau also allegedly punched the cell doors a few times and wouldn’t calm down.
According to the report, Nadeau was currently waiting to go to court in numerous counties regarding pending drug charges involving cocaine and assault.
