Concord Police Log: Bow Man Charged with Three DWIs
Plus, marijuana smoke in a CVS bathroom leads to heroin arrest; Nashua man busted on driving charges.

Ronald Radford, 47, of Manchester Street in Concord, was arrested at 5:15 p.m. on March 18, 2015, on a duty to report charge. Radford, a registered sex offender who was convicted in 1996 of felonious sexual assault of a victim under 13, is due in court on April 27.
Christopher E. Morris, 43, of South Gray Street in Littleton, CO, received a summons at 12:15 p.m. on March 17, for endangering the welfare of a child/incompetent from March 14, 2015, on Alton Woods Drive.
Robert Casey, 41, a homeless man now located in Concord, received a summons at 3:38 p.m. on March 16, for consumption of liquor on private property and protective custody; child in danger. Officers were sent to the Hess on Hall Street for a report of an intoxicated man in the parking lot. The man, Casey, had reportedly been sitting in the lot “for several hours” drinking beer. He was issued a summons for April 20.

Bhakta Darjee, 45, of Royal Gardens in Concord, received a summons at 6:15 p.m. on March 15, for operating without a valid license after an accident in the parking lot of the development. Officers were sent to the parking lot and saw the damaged vehicles. They spoke to the drivers and later learned that one of them, Darjee, did not have an active license, and he was given a summons and is due in court on April 20.
April L. Allen Clough, 33, of Dunklee Street in Concord, was arrested at 6:52 p.m. on March 13, for driving after revocation or suspension and suspended registration after a traffic stop on Broadway during a random license check. Her license and registration was suspended for default court summons on Feb. 26, 2015. Clough is due in court on April 20.

Kenneth Rowe, 49, of East Side Drive in Concord, was arrested at 4:34 p.m. on March 14, on a violation of a protection order; penalty charge. Officers were sent to a home on East Side Drive after a woman alleged that Rowe was sitting in a minivan in the parking lot near her home and that he had an active protection order. The officers spoke to Rowe and asked him if he was supposed to be parked in the lot and he reportedly stated that he did not know any reason that he could not park there. Rowe reportedly told police he received the order the previous day to not come within 300 feet of the woman and pointed to the direction of his home and the apartment in question. Officers began to measure the distance from the minivan and the apartment and came up with a reading of 270 feet. An online reading using the city’s GIS mapping system showed it to be about 150 feet. Rowe was arrested and held without bail.
Michael L. Seeley, 34, of Evergreen in Bow, was arrested at 1:40 a.m. on March 12, for driving while intoxicated, driving while intoxicated, second offense, and aggravated driving while intoxicated. An officer on Pleasant Street saw a silver vehicle approaching a red light without slowing down near South Street and later, heard the car screech to a halt at the interaction. The officer pulled around to follow the vehicle and later, watched it smash into a snowbank at the intersection of South and Wall streets. The officer turned on the cruiser’s blue lights to make a stop but the vehicle drifted back into the road and kept driving. The officer called for backup and the vehicle eventually stopped at South and Thompson streets. The driver, Seeley, was allegedly “motionless with a dazed expression” and after a few seconds, rolled down the window and acknowledged the officer. When asked if he had been drinking, he reportedly didn’t answer and stared straight ahead. But after making eye contact later, the officer alleged that his eyes were watery and bloodshot. Seeley agreed to a field sobriety test and was arrested. During processing, Seeley was allegedly moody, crying, hysterical, and later, yelling and taunting the officer. Previously, he was convicted for DWI in Plymouth District Court in November 2013. He’s due in court on March 30.
David Haddock, 57, of Pleasant Valley Drive in Belmont, received a summons at 10:52 a.m. on March 10, on a driving after revocation or suspension. An officer on Chapel Street heard a vehicle with a loud exhaust and pulled it over. The driver of the vehicle, Haddock, had a suspended license from Jan. 8, 2015, for default court summons, and was given a summons to be in court on April 13.
Jesse J. McCarthy, 18, of Fisherville Road in Concord, was arrested at 7 p.m. on March 9, on two bench warrants out of Concord District Court from March 6, 2015, $385 cash to settle, on driving and drug charges. He was arrested after an officer spotted a “suspicious vehicle” in the parking lot of LAD Wielding on Fisherville Road.
Anita M. South, 58, a homeless woman now located in Concord, was arrested at 4:33 p.m. on Feb. 26, on a theft by unauthorized taking or transfer at the Hess station on North Main Street, a box of Nyquil. She’s due in court on April 13.
Colton Thistle, 23, of Beehole Road in Loudon, received a summons at 6:52 a.m. on Feb. 25, for misuse or failure to display plates after a traffic stop on South State Street.
Nathan Barrows, 36, of Loudon Road in Concord, was arrested at 9:21 p.m. on Feb. 23, for two counts of possession of controlled drugs, one a felony. Officers were called to CVS on Loudon Road for a report of a man smoking marijuana in one of the store’s bathrooms. The officers knocked on the door and a short time later, Barrows reportedly exited from the bathroom. He reportedly denied smoking marijuana but agreed with the officer that he could smell it, too. “Barrows appeared extremely nervous while speaking with me,” the officer alleged. The officer requested that he remove his hands from his pockets but he allegedly refused. The officer said he needed to be checked for weapons and Barrows allegedly handed over a plastic bag with needles, a spoon, a shoelace, as well as several small papers and baggies, with traces of brown powder believed to be heroin. Later, in his backpack, the officer allegedly found a glass smoking device with burnt residue. He’s due in court on April 6.
John S. McGregor, 28, of Broad Street in Nashua, was arrested at 8:40 a.m. on Feb. 22, for driving after revocation or suspension and suspended registration after a traffic stop on Loudon Road. An officer observed a Volkswagen Passat traveling west with expired registrations. The vehicle was pulled over near the Everett Arena. The driver, McGregor, allegedly “appeared nervous” and couldn’t locate his paperwork. A check yielded license and registration suspensions from September 2014, on a default court summons. He was also convicted in Nashua District Court in December 2014 for operating after revocation. He was arrested and is due in court on April 6.
