Concord Police Log: Franklin Sex Offender Arrested

Plus, Boston woman charged after fight at Tandy's; Concord man charged with second-degree assault.

Justin D. Hovey, 27, of Portsmouth Street in Concord, was arrested at 1:32 a.m. on Oct. 29, on simple assault, false imprisonment, and attempt to commit obstructing the report of a crime. Police were called to Portsmouth Street for a domestic dispute that turned physical. A woman alleged that she and Hovey were arguing about their relationship. She later went to bed and when he came to bed, she rolled over and it irritated him. Hovey allegedly “began to make rude comments,” so she left to slept in her son’s room. Hovey reportedly came in and continued to argue and she threatened to leave if he didn’t stop. She then tried to leave with her son and Hovey allegedly hid her car keys. She called police, Hovey overheard the conversation, and allegedly tried to grab the phone from her. “In the process of trying to take the phone from her, he struck her in the right side of the face,” according to the report, also scratching her in the eye. Hovey was then arrested.

Megan L. Schiavo, 27, of Putnam Street in Manchester, was arrested at 9:38 a.m. on Oct. 29, on a driving after revocation or suspension charge. She was arrested after a traffic stop on Manchester Street for an expired inspection sticker. A check revealed that her license was suspended on Oct. 23, for default court summons.

Sudhar Adhikari, 28, of Royal Gardens, was arrested at 1:31 p.m. on Oct. 29, and charged with felony second-degree assault, simple assault, and felony reckless conduct; place another in danger charges. The incidents allegedly occurred at the apartment complex at around 2 a.m. on Oct. 24. He was arrested at home and released on personal recognizance bail.

Jeannette Cordova, 43, of West Street, was arrested at 1:55 p.m. on Oct. 29, on a bench warrant for theft by deception from Aug. 15, $315 cash bail. She was arrested, paid the fee, and was released.

Christian Rose, 32, of Rimmon Street in Manchester, was arrested at 4:39 p.m. on Oct. 29, on a theft of mislaid property charge at Walmart on Loudon Road on May 18.

Brent Stranger, 23, of Pembroke Street in Pembroke, was arrested at 1:45 p.m. on Oct. 30, on a driving after revocation or suspension charge. Stranger was stopped for an expired inspection sticker at the Walgreens on Loudon Road. His license was suspended for being involved in an uninsured accident on July 3. He had a prior operating after suspension conviction from November 2010 out of Laconia District Court, according to police.

Richard Matthew Fields, 25, of Marilyn Road in Allenstown, was arrested at 6:14 p.m. on Oct. 30, on a theft by unauthorized taking or transfer warrant from the Gully Hill Shell gas station on Loudon Road. Officers were called to an apartment on Pleasant Street for a report of a couple yelling at each other that turned out only to be verbal. One person, Fields, had an active warrant and was arrested.

Ian G. Walsh, 40, of Ferrin Road in Concord, was arrested at 10:47 a.m. on Oct. 31, on a violation of a protective order; penalty, on Oct. 13, at the Riverhill Market on Carter Hill Road. An officer went to arrest Walsh at home but had to call a second unit after a man allegedly exited the back of the home and attempted to get into a pickup truck. The officer approached the man, later ID’d as Walsh, and arrested him. He was held without bail.

Benjamin M. Berry, 37, a homeless man now located in Concord, and William George Strickland Jr., 55, a homeless man now located in Concord, were arrested at 2:11 p.m. on Oct. 31, on criminal trespass charges outside the New Hampshire State Liquor Store Warehouse on Storrs Street. Both were warned previously to not be on the property. On this occasion, they allegedly had open alcohol containers and were arrested.

Elandine Masakrhe, 41, of Loudon Road in Concord, received a summons at 6:50 p.m. on Oct. 31, on an operating without a valid license charge. She was stopped after reportedly driving erratically, well under the speed limit, on Loudon Road near Hazen Drive.

Edward J. Bruno, 35, of Spring Street in Franklin, was arrested at 9:22 p.m. on Oct. 31, on a change of registration; duty to inform charge. Bruno is a registered sex offender who was convicted in November 2001 of two counts of felonious sexual assault on a victim 13 or older but under 16 by more than three years. He now reportedly lives on Pembroke Road but allegedly didn’t inform anyone of his move, according to the arrest report. He was arrested by the Pembroke Police Department and picked up by Concord later.

Nicole M. LaFortune, 26, of Boylston Street in Boston, was arrested at 10:40 a.m. on Nov. 2, on a criminal mischief charge from Oct. 10, at Tandy’s Top Shelf in Eagle Square. She turned herself in on a warrant and was arraigned on Dec. 8.

Dum Khanal, 36, of Loudon Road in Concord, was arrested at 3:35 p.m. on Nov. 2, on a simple assault charge. Officers were called to an apartment on Loudon Road for a domestic. The woman alleged that Khanal, her husband, allegedly slapped her in the face during an argument about money.

Donna Marie Rousseau, 50, of South Street in Concord, was arrested at 9:19 p.m. on Nov. 2, on a simple assault charge. Officers were sent to South Street for a domestic disturbance between a couple that was formerly in a relationship but still living together. The man alleged that the woman, Rousseau, “starting hitting him in the head for no reason.” Rousseau reportedly told the officer that the two were drinking and their fighting got worse. She stated that he was “verbally pushing her” and when she went to walk away, she allegedly hit him with her hand once in the back of the head. A witness stated that he heard the arguing but didn’t witness an assault. She was then arrested.

Craig Stewart Laber, 52, a homeless man now located in Concord, was arrested at 1:42 p.m. on Nov. 3, for criminal trespass, possession of alcoholic beverages on public property, and a bench warrant. He was arrested under the I-393 overpass on Constitution Avenue, after previously being warned numerous times not to be on state or private property. The warrant was for nonappearance in court on a criminal trespass charge.
