Brian T. Bilodeau, 55, of Rochester Hill Road in Rochester, was arrested at 4:48 p.m. on April 24, for felony change of registration information; duty to inform from an incident in September 2014. According to an affidavit, in October 2014, state police contacted Concord Police about Bilodeau who was registered in Concord but living in Rochester. A detective looked into the case and found that Bilodeau was living on Rollins Street in 2007, was arrested in 2008, sent to prison until 2014. He was required to inform Concord Police within five business days of moving. There had reportedly been no changes to his registration since August 2014. His parole officer reportedly stated that Bilodeau had been living in Rochester at least three months. The detective spoke to Bilodeau who allegedly stated that since being released in September 2014, he had lived in Vermont and then Rochester, and would be soon registering with police there. A search of his criminal history showed “numerous arrests” for failing to report between 2003 and 2009. A warrant was issued in November 2014. He was arrested and held without bail.

Tyler Z. Hall, 27, of Centerwood Drive in Concord, was arrested at 2:50 p.m. on April 24, and charged with resisting arrest as well as a felony theft by deception charge and six counts of felony forgery. Detectives attempted to serve an arrest warrant to Hall at an address they had for him he was not home; he was reportedly at another address a few streets over. When police arrived to Centerwood Drive, Hall reportedly saw them out the window and “ducked down and ran toward the rear of the trailer.” The detectives told him to come out of the trailer but there was no answer back. Other officers arrived to assist. Hall allegedly was seen looking out of a small bathroom window with a cellphone in his hand. Police ordered him out and he surrendered. According to a court affidavit, Hall was wanted for allegedly stealing six checks from his grandmother and cashing out $1,520 out of her account in December 2014 and January 2015. In February 2015, Hall wrote a letter to his grandmother saying he was “miserable, empty, and lonely, and my addiction once again controlled me,” alleging that gang members would kill him in prison as well as asking her to request the bank drop the case. “There (sic) going to beat and stab me till I die,” he allegedly wrote. “Gram, is the two grand I took worth my life?”

According to a court affidavit, on April 13, a detective was called to Checkmate Pizza on Washington Street to investigate a report of a deliver driver that was robbed at gunpoint the previous evening. Pratt reportedly told the detective that she was robbed while parked at the Hannah Dustin Parking and Ride while counting her receipts for the evening. After she received a $20 tip from a patron, she stopped in Boscawen and was approached by a man screaming at her. She reportedly became scared, threw her money and it went out the window, and left the area. She drew a sketch of the man on a napkin and the detective began to investigate the case. The detective spoke to the man who gave the tip, other employees, and her boyfriend, who stated that she wouldn’t speak about the incident, according to the report. The detective re-interviewed Pratt on April 16, and she submitted a written statement that was reportedly completely different, stating that she was arrested by Boscawen Police on a bench warrant (failure to pay court fines on a Jan. 8, theft arrest from Dick’s Sporting Goods), was upset and stressed, and didn’t recall making the robbery allegation. She allegedly later admitted to making the entire thing up. Pratt, however, reportedly never paid Checkmate money from some of the evening’s deliveries.
