Concord Police Log: Day of Drinking Leads to Assault Arrest

Plus, numerous residents picked up on driving charges and bench warrants.

Kendrick H. Waddell, 43, of Concord Street in Concord, was arrested at 10:10 p.m. on Jan. 8, on a bench warrant out of Franklin District Court for failure to appear, $605 cash bail.

Jason Ray Horein, 33, of Alton Woods Drive in Concord, was arrested at 10:03 p.m. on Jan. 8, and charged with simple assault, domestic violence simple assault, obstructing report of crime or injury and domestic violation obstructing report of crime or injury. Officers were sent to the apartment complex for a domestic disturbance between a man and woman in a parking lot. At first, the officers couldn’t find the individuals but then met up with the woman and Horein. Horein alleged that his fiancée punched him in the face. The officer noted that there were no marks on his face but that he was unsteady on his feet, slurring his words, and smelled like alcohol. The woman and another witness alleged that Horein had pushed the woman. She stated that he had allegedly been drinking all day but later, the couple went to TGI Fridays. When they got home, they fought about whether or not he should continue drinking. Horein allegedly pushed her against a hall closet. She called 911 and then her mother and he allegedly continued to bother her and tried to grab her phone as she was walking along Loudon Road. He was arrested and is due in court on Feb. 23.

Michael J. Buckley, 60, of North Spring Street in Concord, was arrested at 8:11 p.m. on Jan. 8, on a default or breach of bail conditions charge. An officer was sent to North Spring Street to assist a pre-trial service officer who was doing a random check on Buckley and alleged he had been drinking. A condition of his DWI arrest from November was that he not use alcohol. An officer checked the bail conditions and arrested Buckley.

Ryan M. Murphy, 31, of Logging Hill Road in Bow, received a summons at 8:05 p.m. on Jan. 8, on an operating without a valid license charge and failure to display plates after a traffic stop on Laurel Street. He’s due in court on Feb. 23.

Meredith Pratt, 32, of Alton Woods Drive in Concord, was arrested at 6:48 p.m. on Jan. 8, on a theft by unauthorized taking or transfer charge from Dick’s Sporting Goods on Loudon Road on Dec. 17, 2014. She’s due in court on Feb. 23.

Linda A. Joyce, 53, of Fisherville Road in Concord, was arrested at 6:44 p.m. on Jan. 8, on theft by deception and theft by unauthorized taking or transfer charges from Walmart on Loudon Road. She’s due in court on Feb. 23.

Marques E. Milbourne, 30, of Cedar Street in Tilton, was arrested at 11:15 a.m. on Jan. 8, for driving after revocation and suspended registration. He was stopped on Storrs Street for defective passenger side brake light. His license was suspended on May 22, 2014, for default court administration fee. He’s due in court on Feb. 23.

Warren R. Picard, 52, a homeless man now located in Concord, was arrested at 1:58 p.m. on Jan. 7, on a default or breach of bail conditions charge. Concord Fire and Rescue teams along with officers were called to a report of an intoxicated man on the ground. The reporting officer recognized the man as Picard from previous contacts, including a situation where he was allegedly urinating in a trashcan while intoxicated a couple of days before. He was released on bail from that arrest and was supposed to refrain from consuming alcohol. The officer allegedly found an empty bottle of brandy in his pocket. The officers tried speaking with Picard but he was reportedly mumbling, unable to speak coherently, or stand up, so he was arrested and transported to the Merrimack County House of Corrections. He allegedly became agitated and was swearing at officers at the time of his arrest.

Samantha J. Lavoie, 31, of School Street in Loudon, was arrested at 6:20 p.m. on Jan. 7, on a theft by unauthorized taking or transfer charge from Nov. 26, 2014, from the Shaw’s Supermarket on Fort Eddy Road. She’s due in court on Feb. 23.

Ashley L. Cooper, 26, of West Parish Road in Concord, was arrested at 4:52 p.m. on Jan. 7, on a bench warrant out of Laconia District Court for failure to appear, $300 cash to settle.

Ruth A. Warren, 27, of Perley Street in Concord, was arrested at 1:30 p.m. on Jan. 6, for theft by unauthorized taking or transfer at the Walmart on Loudon Road from Nov. 19, 2014, for allegedly stealing hair care products and flea and tick medication. She was arrested at home and held on $1,000 cash bail.

Rodney J. Moody, 45, of Route 103 in Warner, received a summons at 9:20 a.m. on Jan. 6, for criminal trespass. Officers at The Friendly Kitchen on South Commercial Street observed Moody at the facility and thought that he had a no trespass order. The order was checked and confirmed, issued on Dec. 4, 2014. The officers then went to speak to Moody who allegedly stated that he knew he was trespassing but that he was cold and wanted to stand with his friends, according to the report.

Ronald D. Trott, 31, of Redwood Road in Loudon, was arrested at 6:13 a.m. on Jan. 6, for driving after revocation and suspended registration. He was arrested after a traffic stop on North State Street outside the Hood Plant for a defective headlight. His license was suspended on Dec. 1, 2014.

Lee A. McWilliams, 35, of North Emperor Drive in Concord, was arrested at 2:02 a.m. on Jan. 6, for driving after revocation and suspended registration. He was arrested at Village Street and Abbott Road after he was driving a vehicle with a defective headlight. McWilliams lost his license on Dec. 27, 2014, for default on a court summons. He’s due in court on Feb. 23.

James N. Chestnut III, 19, of Bow Street in Franklin, was arrested at 12:05 a.m. on Jan. 6, on a bench warrant and two criminal threatening charges from June 30, 2014, and July 3, 2014. The warrant was out of Concord District Court from July 14, 2014, for nonpayment of a fine from an unlawful possession of alcohol charge.
