Concord Teen Arrested on Felonious Sexual Assault, Other Charges

Police arrest Joel Figueroa in January and again in February, at Concord High School.

A Concord teen faces a number of charges in connection with an alleged inappropriate relationship with an underage girl.

Joel J. Figueroa, 18, of Concord, was arrested on Jan. 31, and charged with felonious sexual assault charge and indecent exposure. The charges relate to alleged incidents on Sept. 9, 2012, on Hoit Road, and Jan. 23, at Concord High School. Figueroa turned himself into police. During the booking process, Figueroa refused to make a statement about the case, according to a Concord Police arrest report. He was released on $12,000 personal recognizance bail.

A few weeks later, on Feb. 22, Figueroa was arrested again on a default or breach of bail conditions charge.

At a little after noon at the high school, the school resource officer was patrolling the halls of the school. While on the third floor, the officer reportedly approached an emergency fire stairwell and observed two subjects standing on the platform, Figueroa and the girl.

The officer asked them why they were together and Figueroa allegedly stated that he was trying to get his necklace back. The officer advised Figueroa of his bail conditions that required him to stay away from the girl. Figueroa allegedly said he knew about the conditions but this was a one-time thing so he could get the necklace back.

The officer arrested Figueroa and another officer arrived to assist with the arrest.

According to the arrest report, a number of items were seized as evidence including a condom wrapper that was in his pocket, a condom in his backpack, love letters in a folder from the girl to Figueroa, the girl’s Rundlett Middle School student ID, a card with her Social Security number on it, and her locker combination on a Post It Note.

At some point during the booking process, Figueroa reportedly asked to use the bathroom and he was allowed to, but he was monitored, according to the report.

“Given the circumstance involving the empty condom wrapper, Mr. Figueroa was monitored by (an officer and a detective) while he used the toilet,” an officer reported. “The condom was not recovered.”

Figueroa was held on $5,000 cash bail and arraigned on Feb. 25.
