In the first incident, officers were sent to West Street for an abandoned 911 call with dispatchers stating that a male caller stated there was an intoxicated woman at his home.

The officer spoke to the man who alleged that his girlfriend, Zwisler, was reportedly intoxicated and fighting with him. He alleged that she “threw his phone at him and then left to go drink somewhere else.” The phone now had a cracked screen, according to the report.

After speaking with the man, the officer spotted Zwisler allegedly “having difficulty walking” on the sidewalk while holding a brown bag. As the officer approached, she allegedly cut through an access way on the street. Another officer made contact with her behind the building.

When speaking with Zwisler, she allegedly denied getting into an argument but reportedly stated she was stressed out while trying to reach her daughter by phone. She reportedly stated that her boyfriend purchased the phone but she uses it. After some back and forth about the phone, she was arrested.

The next afternoon, officers were sent to the home again for a report of a domestic.

When they arrived, they found two men holding down a woman on the porch as well as a broken potted plant, patio furniture overturned, and a recycling bin that had been emptied out in the driveway.

Police ordered the men to let the woman, later identified as Zwisler, go, and they did. Zwisler reportedly told officers that she was OK but didn’t want to speak about why the pot was broken and to ask one of the men instead.

“Angela was slurring her speech and was very upset,” the officer alleged. “I asked Angela if she was not supposed to be drinking. Angela told me yes.”

Zwisler was arrested for breach of bail for allegedly drinking and being 300 feet from the victim of the previous incident the day before. She reportedly told officers that she was there to get her son from school. The officer asked her to stand up but she allegedly refused and was cuffed while sitting down. Two officers then reportedly picked her up and she allegedly kicked one of the officers in the leg.

“I grabbed onto Angela’s leg,” the officer alleged. “I told Angela to stop kicking us. Angela would not walk and was trying to drop her weight to the ground as (a master office) and I told her to walk to the cruiser. (The officer) and I carried Angela down the stairs and then Angela kicked me in the right knee with her foot.”

When they arrived at the cruiser, she allegedly wouldn’t get inside and continued to kick one of the officers in the legs and chest. Zwisler allegedly cocked her head to spit and instead, then tried to bite the officer in the arm. Another officer was able to reach over and get one of her legs in a restraint, according to the report.

After getting Zwisler secured, the officers gathered statements from the witnesses about the vandalism. She was held without bail.
