Officers were called to Fort Eddy Road for a report of a man “passed out at the wheel of his car in the middle of the intersection” near the entrance of the Hannaford/LL Bean driveway, according to an arrest report.

The first officer went to speak to the driver and knocked on the window. The officer reportedly saw the driver holding an aerosol can in his hand that he allegedly quickly placed under the seat. When told to put the car in park, “the male gave me a blank stare and did not answer. I advised him again to put the car in park. At this time the driver took his foot of the brake and the car moved forward nearly running my feet over.”

Shelley “eventually” placed the car in park and shut down the engine, according to the report. When asked what he put on the floor, he allegedly stated, “Nothing.” The officer later found out that it was a can of Dust Destroyer. Shelley allegedly admitted to huffing while he was driving and then, he passed out, according to officers.

“Shelley also said that the high he got from huffing was short lived and usually lasted 10 to 15 seconds,” according to the report. “CFD Rescue 7 arrived on the scene and medically cleared Shelley.”

Another officer spoke to two witnesses who claimed that Shelley was reportedly behind the wheel of his Honda Civic as it rolled into the intersection. They alleged that he was slumped over and looked like he was asleep. The car was rolling slowly, they claimed, and stopped a couple of times before completely stopping in the middle of the intersection.

A field sobriety test was conducted and Shelley was arrested.
