CRIME LOG: Prowler Caught on the Concord Heights
Plus, fire at homeless camp leads to numerous trespassing charges.

Alexander Papastefanou (pictured), 30, of Maple Street in Concord, was arrested at 9:53 a.m. on July 19, on a prowling charge. An officer was sent to Russell Street and Airport Road for a report of a suspicious man, dressed in black, with a black back pack, looking into the windows of homes. Other officers arrived and found the subject, Papastefanou, who had previously been arrested for burglary in 2013. He was wanted on an active warrant out of Derry for burglary and taken into custody. A witness allegedly ID’d him as the man looking into a window of a home on Russell Street. Another witness alleged that Papastefanou approached her about purchasing a mountain bike even though there wasn’t one for sale at the address. Papastefanou, however, didn’t have any money in his wallet, and officers asked him about how he was going to buy a bike with no money. Papastefanou reportedly said he wasn’t sure he was going to buy the bike. He was later taken to headquarters where the reporting officer stated, “throughout my interaction with Papastefanou, he was rude and sometimes uncooperative.” He did reportedly ask to call his girlfriend so he could give her an EBT card back. She later showed up at headquarters to pick up the card before he was taken to Derry. He was arraigned on Aug. 25.
William G. Strickland Jr., 55, homeless; Janet Smith, 47, homeless; Anna Kathleen Heine, 32, homeless; Devin Aaron Baillie, 36, of Maple Street; Venus Jeanne Richardson, 50, homeless; and Shelby Weston, 48, homeless; were all charged with criminal trespass. According to a report, police as well as fire and rescue teams were called to The Friendly Kitchen for a report of an outside fire but they couldn’t find it. It was later located on Constitution Avenue on the railroad tracks. The fire was near several tents set up about 60 feet from the tracks by I-393. All the individuals were given summonses for criminal trespass, since they have been told repeatedly not to camp or be in the area.
Samantha Lee Bergeron, 22, of North State Street in Concord, was arrested at 10:27 a.m. on July 21, receiving stolen property and theft by unauthorized taking or transfer charges from May 30, at the TD Bank NH on North Main Street. Boscawen Police also issued a warrant against Bergeron but didn’t pick her up. She turned herself in to police and had a court date on Aug. 25.

Frank Anthony Giuffre, 34, of Rogers Road in Fremont, was arrested at 2:45 p.m. on July 21, on forgery and theft by deception charges, both felonies, from June 27, at the First Colebrook Bank on Loudon Road. The victim in the case was a Merrimack technology company. Giuffre was being held in Hillsboro County Superior Court and was taken into custody. He allegedly told the officer that he was given a check by someone else to cash and paid $280 to cash the check. He was held without bail and arraigned on July 22.
Paul R. Stanford Jr., 43, of South State Street in Concord, was arrested at 4:07 p.m. on July 21, on criminal assault and criminal mischief charges from May 4, on Village Street in Penacook. An officer was sent to a domestic disturbance on South State Street. The parties were separated and one, Stanford, was not involved in the argument but had an active warrant and was arrested. He was arraigned on Aug. 25.

Tabatha Lee Baker, 29, of Thompson Street in Concord, was arrested at 4:59 p.m. on July 21, on a bench warrant. While on traffic detail on Loudon Road, an officer noticed a Mercedes sedan traveling east without an inspection sticker. The officer pulled the vehicle over at the Morningstar Apartments. The driver, Baker, reportedly stated that she knew that the vehicle wasn’t inspected but added that it wasn’t her vehicle. A check yielded a bench warrant from July 17, for nonappearance in court on a theft by unauthorized taking or transfer charge. She refused bail and was arraigned on July 22.
Jennifer Verneau Beck, 29, of West Salisbury Road in Salisbury, was arrested at 4:59 p.m. on July 21, on a driving after revocation or suspension charge and three bench warrants. While at another vehicle stop, dispatch offered an alert about a vehicle that may have been involved in a drug deal in the parking lot of the Morningstar Apartments. The officer took the plate information and then saw the vehicle, a tan Ford Crown Victoria, exit the parking lot. The officer stopped the vehicle and made contact with the driver, Beck, along with an adult female passenger as well as children in the back seats. Beck reportedly denied purchasing or selling drugs and the officer didn’t find any evidence of illegal drug use and the children didn’t seem like they were being abused, neglected, or exposed to any type of harm, according to the report. Other officers arrived at the scene after the first officer found out that Beck was wanted on three active warrants for nonpayment of attorney fee, $302.50 cash to settle, on a theft by deception charge, nonappearance in court on a unauthorized use of a motor vehicle charge from Jan. 3, and a Jan. 1, nonpayment of fine charge on a suspension of registration charge, $447 cash to settle. Beck was also convicted in March 2012 of operating after revocation, so that charge was added. She had a court date on Aug. 25.
Blake M. Hann, 28, a homeless man now located in Concord, was arrested at 10:10 p.m. on July 21, on a felony bail jumping charge from Dec. 30, 2013, in Concord District Court. He was arrested by Sanborton Police on a warrant and transferred to Canterbury. Hann had a court date on Aug. 25.
Elizabeth Christina Martin, 26, of Electric Avenue in Concord, was arrested at 9:40 a.m. on July 22, on a receiving stolen property charge from May 2. Martin was arrested at court and was arraigned on Aug. 25.
John Henry Cowdrey Jr., 47, of Thorndike Street in Concord, was arrested at 9:48 a.m. on July 22, on a bail jumping charge. He had a court date on Aug. 25.
Zachary Scott Gove, 22, of Fisherville Road in Concord, was arrested at 11:20 a.m. on July 22, on two felony receiving stolen property charges from Dec. 2, 2013, at the intersection of Penwood Drive and Lilac Street. Gove was arraigned on Aug. 25.
Eric Johnson, 28, of Manchester Street in Concord, received a summons at 12:05 p.m. on July 22, on a driving after revocation or suspension charge. An officer stopped at 1998 Honda Accord on Manchester Street for failure to display plates and an inspection sticker. The operator, Johnson, reportedly stated that he didn’t have his license. A check showed that it was suspended in South Carolina on May 23. Johnson reportedly stated he had unpaid fines. He had a court date on Aug. 25.
Paul Hickey, 51, of Heartwood Lane in Concord, was arrested at 1:49 p.m. on July 22, on a conduct after an accident charge from Feb. 24, at Heartwood Lane. He was arraigned on Aug. 25.
Lelja Dacic, 30, of Royal Gardens in Concord, received a summons at 2:34 p.m. on July 22, on an operating without a valid license charge. While on Loudon Road, an officer stopped a Mitsubishi Gallant for failure of entering traffic to yield. The driver, Decic, handed her license to the officer but it was expired so she was summoned to court on Aug. 25.
Roy Jay Aikens, 51, a homeless man now located in Concord, was arrested at 6 p.m. on July 22, on a duty to report, sex offender registration charge, from May 19. Aikens was being held in the Strafford County Jail and is due in court on Sept. 18.
Virginia R. Potter, 67, of Pamela Drive in Hopkinton, received a summons at 9 a.m. on July 23, on a driving after revocation or suspension charge. While stopped at West Parrish Road, an officer noticed a Toyota Corolla without an inspection sticker. The vehicle was stopped at the Carter Hill Apple Orchard. The driver, Potter, said she was on her way to get the vehicle inspected, since it was a new car. A check yielded a suspended driver’s license from April 2012, for reciprocity. She was released on a summons and had a court date on Aug. 25.
