NH Teacher Held Without Bail After Bay State Arraignment

NEWTON, MA — A Concord High School teacher is being held without bail after being arraigned yesterday in Massachusetts on rape charges, according to WMUR-TV. Primo “Howie” Leung, 36, was arrested earlier this month after being accused of having a sexual relationship with a Concord, NH, girl at the Fessenden School in Newton, MA, where he ran a summer camp, in 2015 and 2016. During the arraignment in Newton District Court on Wednesday, Radu Brestyan, an assistant district attorney, stated that an investigation into Leung began in December 2018, after Concord High School students observed him acting inappropriately with the girl.

After an investigation by school officials, the matter was brought to the attention of the New Hampshire Department of Education. An attorney in the department forwarded the information to the Concord Police Department.

Brestyan stated that police in Concord interviewed the girl and she alleged that she had sexual conduct with Leung beginning when she was 13-years-old and in the seventh grade at Rundlett Middle School. At the time, Leung was a special education teacher at the middle school and considered a “distinguished educator” by SAU 8 administrators.

The victim, according to Brestyan, stated that she was fondled and given gifts early on but then Leung’s alleged inappropriate behavior escalated. She alleged being sexually assaulted “several times.” He reportedly invited the girl – and other Rundlett students – to be assistants with him at the Fessenden School, where he ran an English Language Learners summer camp.

Leung faces two counts of aggravated rape of a child as well as single counts of indecent assault and battery on a child under 14 and over 14.

A judge held Leung due to him being a flight risk – he holds dual citizenship – and also requested that he be evaluated by a clinician since he attempted to take his own life by slicing his neck and arms in late March, after he was informed by investigators of the ongoing case, the Boston Herald noted this morning.
