Fugitive Sexual Assaulter of Underage Teen Caught by Marshals
Breaking: Jesse Pickard was wanted on an outstanding arrest warrant for failure to register – something he is required to do for life.

CONCORD, NH — A Tier II sex offender, and last week’s New Hampshire Fugitive of the Week, was caught this afternoon hiding out in an apartment on Loudon Road, according to U.S. Marshals. Jesse Pickard, 29, who has a lengthy criminal history, was wanted on an outstanding warrant from the Concord Police Department for failure to register.

Pickard was featured last Wednesday and due to anonymous tips, marshals were able to track him down at a friend’s house on Loudon Road.

“The apartment that Pickard was arrested in is located in the same apartment complex that he was previously registered as a sex offender in,” according to Deputy Jeffrey White of the U.S. Marshals Service. “Pickard moved and did not report his new address to the Concord Police Department, which put him in violation of his sex offender registration requirements and forced the issuance of the arrest warrant."
Pickard was transported to the Concord Police Department for processing and holding pending his initial court appearance. Nashua and Concord officers, along with U.S. Marshals, were involved in the arrest, according to White.

Pickard was convicted of two counts of felonious sexual assault of an underage teen (older than 13 but younger than 16) in 2010 and 2011, which requires him to register as a sex offender with the state for the rest of his life, according to the state of New Hampshire. Since 2009, Pickard has been convicted on a drug charge in July 2010 as well as a probation violation in May 2011. In 2016, he was convicted of receiving stolen property and theft by deception convictions as well as a sex offender registration penalty and unsworn falsification charges.
