Sexual Assaulter of Underage Teen Sought by Marshals

CONCORD, NH — The District of New Hampshire - New Hampshire Joint Fugitive Task Force has been requested for find a convicted sexual assaulter with a lengthy criminal history during the last eight years for allegedly failing to register with police, according to an alert. The warrant for Jesse E. Pickard Jr., 29, was issued last month after he reportedly failed to register with Concord Police.

Pickard was convicted of two counts of felonious sexual assault of an underage teen (older than 13 but younger than 16) in 2010 and 2011, which requires him to register as a sex offender with the state for the rest of his life, according to U.S. Deputy Marshal Jeffrey White.

Pickard is 5 feet, 7 inches tall, weighs around 160 lbs., and has brown hair and brown eyes with light skin tone. He has been known to live in Concord and Franklin in the past but could be anywhere in the state at this time.
According to the state of New Hampshire, Pickard has an extensive criminal history dating back to 2009 when he was convicted on a prohibited sales charge after an incident in Franklin. Along with his sexual assault convictions, Pickard was convicted on another drug charge in July 2010 as well as a probation violation in May 2011. Last year, he racked up receiving stolen property and theft by deception convictions as well as a sex offender registration penalty and unsworn falsification charges.
