Grafton County Drug Felon, DOC Fugitive Wanted On Probation Violation

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a drug fugitive who was last known to be living in Lebanon.

Robert Allen Tobin is 48, white, about 5 feet, 7 inches tall, and weighs around 215 pounds. He has blue eyes and dirty blonde hair. Tobin has no known tattoos or scars.

A corrections alert stated a warrant was issued for Tobin’s arrest on Dec. 10, 2024, in Grafton County Superior Court for a violation of probation, accusing him of failing to report for ordered substance use treatment. He was accused of failing to report to the probation office as directed.

“Tobin has made threatening statements to his probation parole officer, so he should be considered to have violent tendencies and caution should be used,” an alert stated. “Tobin has a significant criminal history to include assault, controlled drug/possession charges, and is well known to law enforcement due to frequent past contacts.”

Tobin’s criminal history dates back at least nearly 10 years, according to superior court documents, after he was accused of drug sale and acts prohibited charges in Newport in July 2015. He was also accused of drug sale and possession in Lebanon in June 2015 but was not charged until February 2016.

In September 2016, he pleaded guilty to the two Lebanon charges and was sentenced to three years probation and $868 in fines, suspended for five years.

Tobin pleaded guilty to two of the four Newport counts in December 2016 and received a 12-month sentence and $868 in fines, all suspended, and three years of probation.

In February 2017, he was indicted on a drug sale charge out of Lebanon from September 2016, but the charges was nolle prossed a few months later.

In March 2019, he was arrested on a possession charge in Lebanon and received a two-and-a-half-to-five-year sentence with 130 days of time served and a $620 fine that was suspended for five years in August 2019.

In April 2019, Tobin was arrested again on acts prohibited and controlled drug sale charges in Lebanon. In August 2019, he received a three-and-a-half-to-seven-year sentence and a $620 fine.

Tobin was found to have violated his probation in August 2019 on the Newport charges and received a two-and-a-half-to-five-year sentence with 130 days of time served.

All the sentences were to be served consecutively.

In March 2023, he was arrested again in Lebanon on a subsequent drug possession charge. He pleaded guilty in November 2023 and received a one-and-a-half-to-three-year sentence and a $620 fine, both suspended for three years. According to the court, the case was reopened in March 2024 after Tobin was accused of violating his probation. He was accused of failing to appear at the sentencing hearing in July 2024. A bail hearing was sent for Dec. 2, 2024, and he was given $2,500 cash bail. A warrant was issued on Dec. 9, 2024, for violation of probation.

A sentencing hearing booked for Jan. 7 was canceled, and on Jan. 21, a request for documents in a criminal case was made in Grafton County Superior Court.
